(AP Photo/Metin Yoksu, File)2026-08-10T08:52:42Z ANKARA, Turkey (AP) — Turkey’s parliament was set to open debate Monday on a draft bill that would introduce a conditional amnesty for thousands of Kurdish militants, offering them a pardon-like mechanism in a bid to advance the government’s peace initiative with their insurgent group.Last year, the Kurdistan Workers’ Party, or PKK, ended its decades-long armed campaign against the Turkish state, declaring a decision to disarm and disband as part of the peace effort. The move came in response to a call from its imprisoned leader, Abdullah Ocalan.The PKK then staged a symbolic disarmament ceremony in northern Iraq, where it is based, and announced that it was withdrawing fighters from key locations in Turkey to Iraq.The 12-article draft legislation outlines the procedures for the disarmament of the group — which still retains the bulk of its weapons — and the rehabilitation of thousands of PKK members. The legislation would suspend some prison sentences for convicted PKK members and postpone ongoing investigations and trials for five or 10 years, depending on the severity of the alleged offenses. If no terror-related crime is committed within the time frame, the cases would be dropped.Militants convicted of intentional killings and those sentenced to life terms before 2005 are excluded from the bill’s provisions. This applies to Ocalan and other senior PKK figures. The proposal also sets up ministerial and parliamentary committees to monitor the disarmament process. The measures would come into effect only after Turkey’s National Security Council confirms that the group has disbanded and surrendered all weapons. Backed by Uganda, Olara Otunnu is traveling in New York “to meet delegations and engage in interactive dialogue” with the U.N. General Assembly and the U.N. Security Council, said Adonia Ayebare, Uganda’s permanent representative to the U.N.Otunnu had to get visa assistance, with Ugandans currently barred from entering the U.S. as part of measures to prevent the spread of Ebola, Ayebare said.Otunnu, 75, is a veteran of the U.N. system who has been in retirement since unsuccessfully contesting the Ugandan presidency in 2011. He was once seen as a favorite to replace the Egyptian Boutros-Boutros Ghali as U.N. secretary-general in 1997, but was blocked by the Ugandan authorities now nominating him. Then the president of the International Peace Institute in New York, Otunnu was not on good terms with the government of President Yoweri Museveni. Ghana’s Kofi Annan won the job. Annan named Otunnu a U.N. under-secretary-general and his special representative for children and armed conflict. Man Utd chasing ‘phenomenal’ UCL left-back who only costs half of Lewis HallManchester United have reportedly turned to Club Brugge full-back Joaquin Seys after missing out on Lewis Hall.The Premier League giants have identified the left-back slot as one of their main priorities on the market before the end of the summer.Luke Shaw is currently the only recognised left-back in the first team, as Patrick Dorgu has been exclusively used as a winger under Michael Carrick, while 19-year-old Harry Amass is more likely to be sold than kept.Man Utd set sights on Joaquin SeysAt the start of the summer, Lewis Hall was identified as the primary target for the left-back role. Man Utd considered him the ideal profile for the role, as well as Shaw’s long-term successor.However, Newcastle have recently expressly told off INEOS, insisting that Hall isn’t for sale, not even for £60 million, which was thought to be his asking price.According to The Sun, MUFC have now moved to a new target, enquiring about Club Brugge’s Joaquin Seys.Like Hall, the Belgian is 21 years old. It said the suspect, identified as Chalong Riewraeng, a former lawmaker, was arrested.Thongchai Yenprasert, chief executive of the organization who police believe was the target, died from critical wounds at a hospital after being shot in the face and neck, while his driver was shot in the arm and is in stable condition, officials said.Regional police commander Wattana Yeejeen said the suspect had admitted to the shooting and that the motive is believed to be personal. Chalong told reporters at a local police station that he was arguing with Thongchai over money he had lent him.
