The recruitment had not been fast enough over the summer, and injuries to Jarrad Branthwaite and Vitaliy Mykolenko subsequently compounded the issue in the week building up to that trip to Leeds United.What followed was one of Everton’s poorest performances of the campaign, and given how badly the season ended, that’s saying something.Leeds were hardly great themselves, and only won due to a contentiously awarded penalty late on, but a better team than the Whites would have put Everton to the sword, and then some.But at the start of next season, things must be different for Everton.The fixtures were released on Friday, and Everton open 2026-27 at home against Crystal Palace. A trip to Bournemouth, that traditionally unhappy hunting ground (albeit, Everton did win at the Vitality Stadium back in November), follows. Then it’s a home game against Manchester United, before the Toffees head to Tottenham.Ipswich Town coming to the Hill Dickinson Stadium rounds off the first five games, prior to the season’s first international break, which will be an extended, three-week buffer, before Everton head to Hull City.Given the games after that trip to Hull see Everton take on Chelsea, Arsenal and Newcastle United, then it’s fair to say the start looks a tough one.Now, everybody has to play everybody else twice, and I am definitely not going into panic mode when we are still two months out from the season starting.But Everton must be ready this time.Last year, they had a kind start. Away at Leeds, home to Brighton — in the first competitive game at Hill Dickinson Stadium, giving Everton a natural edge — and then away at Wolves.Aston Villa were the toughest team, visiting in matchweek four, but they were out of sorts and fortunate to hang on to a 0-0 draw. The Merseyside derby arrived early, but home fixtures against West Ham and Palace followed.What Everton did well after that initial s***show against Leeds was to manage to pick up points on a consistent basis, and if there were poor displays, they were quickly put right next time out. That’s what ensured there was never any sense of danger last term, and had us all looking up rather than down.But with such a torrid end to the season, Everton and, in particular, David Moyes, cannot afford another undercooked start.Everton are trying to do business, but trying isn’t good enough.They must ensure players are in the door for pre-season, and that those players are ready to make the impact and ready to be trusted by Moyes. If that’s the case, then he can have no excuse not to use them.It’s of course not realistic to expect Everton to have every single bit of business done before the season begins, but it is absolutely fair to demand that any major dealings are done and dusted well in time, and that pre-season is treated as an opportunity to get those key players bedded in.We can’t have any talk of “moves failing in some departments”, because simply put, there is no more excuse for that.Everton have a tough start, and they must be ready, or it could get very ugly, very quickly.

(AP) — Even as it battled the deadliest drug epidemic in American history, the U.S. Drug Enforcement Administration permitted hundreds of thousands of fentanyl pills to hit the streets of New Mexico between 2023 and 2025, according to three current and former DEA agents and government records reviewed by The Associated Press. The game plan coincided with a publicity campaign that warned Americans that “One Pill Can Kill,” a DEA effort to highlight fentanyl’s unique dangers.Adopted in 2017, the department’s two-page “Fentanyl Protocols” called on agents to “seize or otherwise prevent the distribution” of fentanyl “as soon as practicable.” The rules, which have not previously been made public, said that “protecting public safety is paramount,” irrespective of whether seizures compromise investigations. The Justice Department rewrote the rules in 2024 to afford law enforcement more discretion in such cases. The updated protocols say investigators “may exercise discretion in determining whether to take action to prevent the trafficking of fentanyl,” balancing public safety risks against “the benefits to be achieved through preserving the investigation.”The DEA rarely discusses the tactic of allowing drugs to go unseized. Its agent manual describes taking drugs off the street as “the usual course of action” but adds “there may be instances where the investigative objectives can be better achieved by not doing so.”The agency has long used “controlled deliveries” in which constant surveillance of the drugs — and often replacing them with fake narcotics — is followed by a takedown to recover them, according to current and former agents. Their concerns could be addressed in other ways, such as more closely questioning jurors to ensure they aren’t biased, the University of Utah law professor said.“A standard defense attorney maneuver is to avoid talking about the guilt or innocence of your client. The theory is that as long as you’re talking about anything other than whether the defendant is guilty, you’re winning as a defense attorney,” Cassell said. “This seems to be an extreme example of that.” Representatives of the Utah County Attorney’s Office said they were compelled to speak publicly about the case following speculation in some media outlets. The speculation began after the defense team publicly disclosed that initial tests were inconclusive to determine whether the bullet was fired from the suspected murder weapon.Conjecture over the evidence in Kirk’s killing has fueled unsubstantiated conspiracy theories that there might have been a second shooter, or that his death was staged. Imagn Images Aday Mara, MichiganAge: 21, juniorPosition: CenterMeasurements: 7-3, 255 poundsThey say you can't teach height, and after Victor Wembanyama's run to the NBA Finals, there is no question Mara's height is going to intrigue teams. At 7-3 barefoot, Mara anchored Michigan's defense this past season, consistently disrupting shots in the paint and averaging 2.6 blocks per game. Anderson likely doesn't have the strength to get to the basket like Brunson, but all that's keeping him out of the lottery is his size. A tremendous shooter with a high basketball IQ and high motor, Anderson is too talented not to at least carve out a quick role off the bench and could have the offensive game to become a long-term starter in an NBA backcourt.

    NEW DELHI: Afghanistan captain Hashmatullah Shahidi has been handed an official reprimand by the ICC for breaching Level 1 of the ICC Code of Conduct during the third ODI against India at the MA Chidambaram Stadium in Chennai.The left-handed batter was found guilty of violating Article 2.10.10 of the ICC Code of Conduct for Players and Player Support Personnel, which relates to a batter causing deliberate or avoidable damage to the pitch.In an official statement, the ICC confirmed that one demerit point had also been added to Shahidi's disciplinary record, marking his first offence in a 24-month period.Shahidi admitted the offence and accepted the sanction proposed by ICC Elite Panel match referee Ranjan Madugalle, eliminating the need for a formal hearing. The charge was levelled by on-field umpires Chris Gaffaney and Rohan Pandit, along with third umpire Richard Illingworth and fourth umpire Virender Sharma.The Afghan skipper had already been unofficially warned twice for running on the pitch while batting. An official warning followed in the 31st over of Afghanistan's innings. However, Shahidi again ran down the pitch in the 40th over, prompting the umpires to impose a five-run penalty on Afghanistan.According to ICC regulations, Level 1 breaches carry a minimum penalty of an official reprimand and can attract a maximum sanction of 50 per cent of a player's match fee along with one or two demerit points.Century goes in vain as India complete 3-0 sweepDespite the disciplinary setback, Shahidi produced a fighting century in the series decider. That star power has helped Philadelphia capture multiple NFC championships and a Super Bowl while maintaining its status as one of the league's premier organizations. Here's a look at every former first-round pick currently on the Eagles roster and how each player factors into the franchise's championship aspirations.OL Lane JohnsonJohnson, 35, is a future Hall of Famer with a resume that includes six Pro Bowls, two first-team All-Pro nods, and a pair of Super Bowl wins. Johnson's value is clear: the Eagles were 8-2 with him in the lineup this season, versus 3-4 without him. During his tenure in Philadelphia, the team's record is 94-41-1 when he plays and 15-27 when he doesn't.WR DeVonta Smith Smith recorded 240 catches for 3,178 yards and 19 touchdowns over his first three seasons with Philadelphia. Smith shattered the Eagles' rookie record for receiving yards (916) in 2021, surpassing a mark previously held by DeSean Jackson, and established a team record for single-season receptions by a wide receiver (95) in 2022. Because, as Hinch is well aware, the Tigers can't afford to settle right now.With the win over the White Sox, the Tigers move to 33-44 on the season, now shooting to be a mere 10 games under .500 for the first time since May 20. More importantly, they took three games from an American League Central opponent who entered the series tied for first place in the division, with the Tigers now five games back from a wild-card spot with five AL teams to jump.The postseason odds are still not in Detroit's favor nearly halfway through the season, with FanGraphs giving the Tigers just a 22.2% chance to make the playoffs as of Sunday. But playing as hard as they did against the White Sox, the Tigers parlayed hustle into momentum, and momentum into a win. If they string enough of those together, especially with the next seven games at home, those odds can soon flip in their direction.Hustle from unlikely heroesJust about everyone who picked up a bat or stepped on the mound for the Tigers did something important in Detroit's Sunday win. Starter Keider Montero pitched seven strong innings, bringing a perfect game into the fifth inning and battling through runs allowed in the sixth and seventh. Catcher Dillon Dingler hit the game-tying RBI in the ninth and a solo home run in the eighth. Even rookie Hao-Yu Lee, who didn't enter the game until his pinch-hit opportunity late in the game, hit a one-out double in the seventh and found himself on third after a heads-up read on a pickoff attempt.But the two most memorable performances from the afternoon arguably came from the two players Tigers fans have been most frustrated with: pinch hitter Jahmai Jones and utility man Zach McKinstry.McKinstry had an all-around game starting at second base, making a diving stop at second in the first inning, stretching a bloop hit into a double in the third and recording the team's first RBI with a two-out single to center field in the fifth inning that gave the Tigers a 1-0 lead.Z-Mac comes through ‼️ pic.twitter.com/COng8hD7Bs— Detroit Tigers (@tigers) June 21, 2026McKinstry came into the game batting .166, the lowest of any Tiger with at least 150 plate appearances, but keeps on getting opportunities because of what he can contribute all around the field."There's a difference between being able to play positions and being good. He's good. I can put him at second, put him at short, put him at third, obviously all the outfield positions," Hinch said. "There are things he brings to the field every day to help us win."McKinstry isn't the only player whose hustle gets him playing time, with the struggling Jones pulling through with an opportunity to extend the game in the ninth inning. With two outs and the Tigers down 3-2, Jones (batting for McKinstry) hit a ground ball to White Sox shortstop Luisangel Acuña that came within a step of ending the game. Jones calls it "a bad feeling" to hear that from the home crowd, but also said that he can be "a weapon and a puzzle piece" for Hinch when he's playing well."Obviously I want to keep getting those opportunities, keep getting those moments, because the only way I'm gonna get through it is to push through," he said.     Who is Commanders' most important second-year player for 2026?
    The Washington Commanders have plenty of reasons to be optimistic about the 2026 season and beyond. Quarterback Jayden Daniels is healthy and appears comfortable in new offensive coordinator David Blough's offense. Wide receiver Terry McLaurin is healthy and motivated to put last season behind him. Defensively, GM Adam Peters completely revamped a struggling defense, adding playmakers at all three levels, focusing on youth and speed. Another reason Washington should be optimistic is its offensive line, specifically tackles Laremy Tunsil and Josh Conerly Jr. Tunsil is outstanding, which is why he's once again the NFL's highest-paid offensive lineman. However, keep your eyes on Conerly. Last season's first-round pick got off to a tough start, but by the end of the season, he looked like a completely different player. That's exactly the type of in-season growth teams love to see from young players. When the Commanders acquired Tunsil from the Texans, there were reports suggesting he wasn't a great leader. He proved that to be false last season, quickly showing he was as great off the field as he was on it. He took a keen interest in Conerly's development. That's continued throughout this offseason. Conerly's development is essential for Washington, since he teams with Tunsil to protect Daniels. So it's no surprise that one analyst called Conerly the Commanders' most important second-year player in 2026. Brad Gagnon of Bleacher Report recently named the most important second-year player for all 32 NFL teams. Here's why he called Conerly Washington's most important second-year player. Second-round corner Trey Amos would also be an acceptable answer considering the Commanders need more across the board on defense and Amos struggled before suffering a significant leg injury as a rookie but will play a big role in 2026.Instead, the focus has to be on Conerly, who simply has to continue on a positive trajectory after a miserable start to his career. This offense can't get back on track without a sophomore bump from the No. 29 overall pick at right tackle. Conerly is an accurate answer. However, I'd lean more toward Trey Amos here. Washington is thin at cornerback, and many considered Amos a first-round talent in 2025. He played well in the first half of the season before breaking his leg in Week 10. If both players develop as Washington hopes and believes they will, that's great news for the future, as both play premium positions.     On Father’s Day, it is always good to look back at family and those who have helped make dreams come true, and that is definitely the case for Tennessee Titans head coach Robert Saleh.Saleh was introduced to the game at age seven under the guidance of his coach/father, Sam, who sparked his love for the game in Pop Warner and channeled that early start into a standout high school career and a standout college career before turning his sights toward coaching.Now, Saleh will have a second chance to succeed as a head coach, and no matter the result, his father will proudly stand by his son.     Welcome back to the Monday Tennis Briefing, where The Athletic will explain the stories behind the stories from the past week on court.This week, a player’s injury comeback led to a wider discussion, the strangest shadows in tennis struck again, and a star of college tennis on and off the court found more success.If you’d like to follow our fantastic tennis coverage, click here.How did one player’s injury announcement fit into a wider debate?After Holger Rune confirmed he would miss Wimbledon as he recovers from a ruptured Achilles tendon, his manager and mother, Aneke, added further context.Holger has not played since a full rupture of his left Achilles at the Stockholm Open last October, and Aneke put his injury into conversation with several sidelined or recently injured players in his age bracket, including Carlos Alcaraz, Jack Draper and Lorenzo Musetti, all of whom withdrew from Queen’s, the prestigious Wimbledon warm-up event played last week.“It is concerning to see so many young players sidelined by injuries,” she said in a text message.“Over the past years, players have repeatedly tried to engage about improving conditions.”Rune, Alcaraz (inflammation of the tendon sheath in his right wrist), Draper (bone bruising in left elbow, tendon injury in right knee) and Musetti (left thigh injury) are all 23 or 24 years old. Draper is returning at the Eastbourne Open in England this week, but Alcaraz and Musetti are yet to set a return date.Another rising talent, Arthur Fils, is also out indefinitely. The 22-year-old withdrew from this year’s French Open with an unspecified injury, which he said in a news conference was related to his hip. Fils had only recently returned after nine months managing a stress fracture in his back, which has been a chronic concern since he was a child.Aneke’s focus was the quality of the balls and the speed of the courts on the tour, which have also become fixations for players.“Over time, courts have generally become slower, while the balls used on tour are noticeably heavier and slower (lower quality?) than they were years ago,” she added.“That means players are required to generate more force, over longer rallies, on slower surfaces. The result is longer matches and significantly greater wear and tear on the body.”Leading players, such as Daniil Medvedev, Alexander Zverev and Taylor Fritz, have been vocal critics of the quality of the balls used on tour, and of a prior lack of standardization between events. Those players and others have drawn a link between new balls fluffing up more quickly (and so requiring more force to generate the same speed) and an increase in injuries on the tour, while multiple players have attributed their heaviness to matches feeling slower and rallies longer.Tour data shows that rally length has either remained flat or decreased over the past five years, while court-speed data shows that hard courts across the tour have increased in speed in the past five years, not slowed down.The ATP Tour has also reduced the number of ball types used at tournaments, with more consistency across each part of the season, according to an internal document reviewed by The Athletic. As recently as the fall of 2024, four different ball types were used across a run of five events on the same surface.The spate of injuries on the men’s tour — and the extent to which they are linked to the present conditions of the sport — is a topic that everyone in tennis has a view on. Sometimes it is obvious when an injury is a freak incident, rather than an accumulation problem, but sometimes it is less so. The more, younger players who suffer persistent injuries, the more the debate will tip toward the nature of contemporary men’s tennis itself.Charlie EccleshareHow to solve one of the strangest tennis problems?Germany’s Halle Open may have attracted an impressive field this year, but it has held a far less desirable accolade for much longer: The worst shadow in tennis for those watching on television.This is a subjective category — and there is quite a bit of competition in the sport — but the images, even from inside the stadium, tell their own story.Daytime matches at the Madrid Open can see one quadrant of the court, and sometimes as much as half of it, flooded with dazzlingly bright light which makes one of the players, and the ball, disappear during points. The Berlin Open (also played last week) and the Italian Open (which follows Madrid) suffer from shadowy court patterns, some from stadia and some from overhanging flora, both of which can make matches on television borderline unwatchable.The architecture of certain venues, which aren’t built tennis-first, is what most often turns some tennis spectacles into carbuncles. Halle’s main stadium, which has a capacity of over 12,000, is used as an indoor venue for most of the year. Camera angles on TV, roof design, and even the way the courts are facing can all have an impact too.In the competitive battle for eyeballs, these eyesores can literally be a turn-off.Charlie EccleshareHow did a figurehead of college tennis star on the court?It’s been quite a senior year for Reese Brantmeier, the University of North Carolina Tar Heel who seems to know how to win on and off the tennis court.Brantmeier won the NCAA singles title in November. At the time, the 21-year-old was also lead plaintiff in a lawsuit against the NCAA aimed at allowing student-athletes in tennis to keep the prize money they earn in pro tournaments before and during their time in college.By this spring, Bantmeier and her lawyers had settled that lawsuit, on very favorable terms for the plaintiffs. Players can now keep all their prize money ahead of their enrollment. Brantmeier and her co-plaintiff, WTA Tour pro Maya Joint, got $10,000. The NCAA set up a compensation fund for players who have had to leave prize money earned before their enrollment on the table in recent years.Later that spring, Brantmeier graduated, after pursuing a double major in exercise and sports science and studio art. And last week, she captured a wild card into the main draw of the U.S. Open singles competition, by winning the NCAA wild card playoff in Orlando, Fla. Brantmeier defeated Tennessee’s Katrina Scott, 6-4, 7-6(7).In the same playoff, Brantmeier and Alanis Hamilton lost the doubles final to DJ Bennett and Ava Esposito of Auburn, who beat them 4-6 6-3 7-5. But even that loss came with a win — a wild-card entry into the doubles qualifying.— Matt FuttermanWhat did a Sunday of finals say about American hopes for Wimbledon?When Sunday started, the schedule suggested that the U.S. might be raising several hands for contention at Wimbledon.Something of an American grass-fest appeared to be on across Europe. Jessica Pegula was playing Linda Nosková in the Berlin Tennis Open final. Emma Navarro was squaring off against Marie Bouzková in Nottingham, England. Tommy Paul and Francisco Cerúndolo were battling for the Queen’s title in London, and Frances Tiafoe and Taylor Fritz were going after the championship at the Halle Open in Germany.By the day’s end, Tiafoe was the sole U.S. victor, after rolling through Fritz in straight sets. All the other Americans lost in three.So what’s the takeaway? Navarro was two points from winning the first set when Bouzková pulled up with a left ankle issue, but after treatment, Bouzková recovered to take the opener in a tiebreak and ask Navarro to win two sets out of two. There was little for Pegula to do in her third set against Nosková, when the Czech 21-year-old found a flow of service winners and laser groundstrokes. Paul was up a set and a break, but Cerúndolo started playing better on important points right when he needed to, and Paul started playing a little worse. Many such cases of all of those in tennis.Tiafoe, Fritz, Paul, and Pegula all deserve to be hopeful about deepish runs at the year’s third Grand Slam, though it’s unclear how healthy Fritz’s knees are. They may be choosing him because he is easier to build around and gives them more flexibility to build a rounded squad.It remains to be seen whether the club indeed use the buy-back clause to sign Virgili and then, if he is given a chance in the first team during pre-season.

    “A Huge Grab of Power”: Trump Is Defying Congress on Foreign Aid

After the Trump administration upended the world’s largest foreign aid provider last year, terminating thousands of programs and firing nearly all of its staff, its plan for the agency was clear: Eliminate it entirely. But because it is a congressionally created agency, President Donald Trump needed lawmakers’ permission to do so. So this year, Trump officials asked Congress for permission to shutter the U.S. Agency for International Development and dramatically reduce federal spending on food, medicine and lifesaving work around the world. Congress said no. Lawmakers, who hold the government’s purse strings and have oversight of federal agencies, wanted USAID to remain, even in its diminished form. They detailed precisely how much the State Department should spend on foreign aid and for what, including $9.4 billion on global health to treat and prevent maladies like HIV, tuberculosis and malaria, and more than $5 billion on emergency humanitarian aid. They also insisted on regular, detailed reports about how the administration was spending the money. Trump signed the bill, enshrining their orders into law. Now, eight months into the fiscal year, Trump officials are failing to follow many of those orders, ProPublica has found. Officials have delayed spending on global health, have not issued funds for some projects and have labeled money destined for humanitarian aid as “unallocated” to control how it can be spent, according to a ProPublica review of government records and interviews with legal experts, current and former government employees, and members of Congress. Contact Me The White House and Congress have been battling over federal spending since Day 1 of the Trump administration, setting up a constitutional crisis — a breakdown of the division of power among the three branches of the federal government, according to several legal scholars. Nowhere has that crisis been more visible than with foreign aid. Last year, the administration took the unprecedented step of gutting USAID, terminating thousands of aid programs and letting funding expire, all without permission from Congress. Lawmakers did little to stop it. Now, in defying Congress on foreign aid that Trump himself agreed to spend, the administration is quietly escalating the battle. “It is a huge grab of power from the president, taking powers away from Congress,” said David Super, a professor of law and economics at Georgetown University and a leading scholar on administrative and constitutional law. USAID was created by Congress decades ago as a means of promoting American diplomacy and soft power around the world. As ProPublica previously reported, when Trump officials dismantled the agency last year, stopping payments on thousands of lifesaving programs that provided food, medicine and other supplies to impoverished nations, many people died, including children. Even with USAID in shambles, Congress has made clear that it expects the administration to continue providing foreign aid — in some cases, at nearly the level it did in previous years. “It’s proof that there is still broad, bipartisan support for America showing up in the world, helping people and working with our allies and partners on shared challenges, not just because it’s the right thing to do, but because it directly benefits us,” said Sen. Brian Schatz, D-Hawaii, the ranking member of the Senate committee with oversight of foreign aid funds. Sen. Lindsey Graham, R-S.C., the committee’s chair, did not respond to multiple requests for comment. But the administration has taken a variety of steps to thwart Congress’ directives. The Office of Management and Budget, run by Russell Vought, was instrumental in blocking the spending of aid money last year. This year, it has labeled both humanitarian aid and global health money as “unallocated,” meaning the OMB must approve how it is spent. Legal scholars say such moves, and the delayed spending by the State Department, likely violate the law. Foreign aid is a prime example of why Congress made it illegal for administrations and agencies to slow-walk such funds, said Bobby Kogan, an OMB adviser under former President Joe Biden currently with the Center for American Progress. “If you spend no money for a year and all the clinics close, then those people die,” he said. The State Department has made little effort to spend some foreign aid money that Congress earmarked for specific purposes, including family planning, neglected diseases and nutrition, according to government staff and budget documents. And programs have been given fewer dollars, even when Congress has kept funding steady. That includes the President’s Emergency Plan for AIDS Relief, the hallmark HIV program credited with saving 26 million lives around the world. Administration officials are also spending on foreign aid at a much slower rate than they had in recent years, according to an analysis of federal funding data shared with ProPublica by Aid on the Hill, an advocacy group created by former USAID employees, although the State Department disputes its conclusions. Another group published a similar analysis last week. Where Trump officials have made plans to spend funds, it’s often spurred outrage. Under the new America First Global Health Strategy, Trump officials are signing bilateral deals with poor countries, asking for access to health data as a condition for receiving lifesaving medications the U.S. once donated. Jeremy Lewin, a 29-year-old lawyer who came into government via Elon Musk’s Department of Government Efficiency with no prior humanitarian experience, is in charge of foreign aid. He has said that this new strategy will not only save countless lives, but also reform the aid sector and reduce dependence on U.S. funding. Since last July, Lewin has been “performing the duties” of undersecretary for foreign assistance and humanitarian affairs, a position that must be approved by Congress, though the administration has yet to nominate him or anyone else to the job. But he rarely, if ever, meets with career staff and doesn’t share information about his plans, even with the people who are expected to carry them out, according to six current and former career officials. Lewin insists that he approve even routine payments, creating a stranglehold on funding and information. And all the while, Trump appointees have failed to answer basic questions from Congress about what they are doing. Letters from lawmakers have gone unanswered and required reports unfiled. To understand the administration’s compliance with congressional mandates and federal law, ProPublica reviewed administration documents, including agreements, memos, and internal communications, and spoke with dozens of current and former government officials, congressional staff, and international experts in global health and humanitarian aid. Many people spoke on the condition of anonymity for fear of reprisal from the administration. In response to a list of detailed questions about the concerns, a State Department spokesperson who declined to be named said they would continue to follow the president’s direction on foreign aid spending. “We are not withholding any funds appropriated to, or available to, State,” they said. “If additional funds are made available to State, we will work to obligate them consistent with legal requirements and Administration priorities.” They said officials have regularly briefed Congress and that Lewin had recently spent four hours discussing foreign assistance. They also said they have “reduced by 80% the number of outstanding reports and letters” since Trump retook office. “We are working with Congress to spend appropriated balances and find the right future-appropriated level for global health,” the spokesperson said. In response to a series of detailed questions about this story, OMB spokesperson Rachel Cauley said, “This is patently false,” adding that “USAID was a weaponized government agency.” She did not respond to a follow-up question asking what was false. Spending Less — or Not at All After nearly all of USAID’s employees were fired and the majority of its programs closed down last summer, the agency’s remnants were transferred to the State Department. Despite repeated promises from Secretary of State Marco Rubio that lifesaving aid would continue, the State Department began winding down many of the remaining programs earlier this year. And staff have been working with a severely constricted budget; officials gave them just half of the available money for PEPFAR, said Dr. Mike Reid, who was the program’s chief scientific officer until he left earlier this year over concerns about how the program is being run. Of the $9.4 billion for global health spending for the State Department that Trump signed into law earlier this year, Congress earmarked about $4.6 billion for PEPFAR. But staff say it’s unclear how much of that they will be allowed to spend. Congress also explicitly directed the State Department to spend pots of money on family planning ($524 million), nutrition ($165 million) and neglected tropical diseases ($109 million), according to the bill. According to a review of government records and two people with knowledge of the department’s activities, State Department officials have made little or no effort to spend from those pots. In response, a State Department spokesperson said it has “continued to obligate and spend every dollar appropriated for global HIV/AIDS programs” and “we continue to implement life-saving care in global health priority areas, including HIV/AIDS, tuberculosis, malaria, and maternal and child health.” They added: “The State Department has been in the process of slowly replacing old carry-over USAID grants with new State Department grants and contracts which have fresh funds, new terms and conditions, and better align with the new America First foreign assistance strategy.” Global health programming in general is moving at a much slower rate than it did previously, according to the Aid on the Hill analysis of federal funding data. Of the more than $9 billion that Congress told the Trump administration to spend on global health last year, the administration had by the end of this March obligated just $190 million, 5% of what was spent on average in that period in the five years before Trump returned to office. Typically, officials would have obligated about half of the money by then. Another advocacy organization, Health Security Policy Academy, published an analysis last week that drew a similar conclusion. The State Department said it “cannot and will not” verify any independent analysis, but disagreed with the figures, saying that it has “approved and implemented spending” for more than $7.5 billion to align with the bilateral agreements and disaster response. “You either have vastly outdated numbers or are simply mistaken,” it said, but would not elaborate. The agreements signed with nations around the world, a centerpiece of the State Department’s foreign aid policy, will in many cases involve sending funds directly to those governments, some of which have been mired in corruption scandals. But the specifics of the programs are still being determined, and the funding has yet to flow. Meanwhile, Lewin has been increasingly leaning on large international organizations to deliver aid once managed by USAID employees. Earlier this year, Lewin funneled $3.8 billion to a small arm of the United Nations, the Office for the Coordination of Humanitarian Affairs, quadrupling the budget of the agency. Trump has frequently criticized the U.N. as ineffective. But after nearly all of USAID’s staff was fired, the skeleton crew at the State Department doesn’t have the capacity or expertise to manage so much humanitarian aid themselves, according to a dozen people familiar with the new system. The agreement with OCHA, a copy of which was reviewed by ProPublica, also does not allow the U.S. to independently audit the funds, though the U.N. agreed to run a pilot project for greater internal oversight. Eri Kaneko, OCHA’s spokesperson, said the agency has worked quickly since December to disburse funds for “the most urgent and life-threatening needs” and that U.N. entities are “fully committed to the highest standards of accountability and oversight.” The U.S. has been the largest donor to the Global Fund to Fight AIDS, Tuberculosis and Malaria, a multilateral organization that provides medicines and prevention measures to millions of people around the world, since its inception. Lewin recently announced an expanded partnership with the fund to provide HIV prevention across Africa. But the Trump administration last year withheld payments pledged under the Biden administration, forcing the fund to reduce the amounts it gave to nations. So in this year’s spending bill, Congress directed the State Department to make good on its pledges, issuing specific instructions to Rubio on what to pay and when, and telling him to make those contributions “in a timely manner.” That hasn’t happened. A State Department spokesperson told ProPublica that “all current funding obligations have been met.” But according to a board member for the Global Fund, congressional staff and Friends of the Global Fight, an organization that advocates for the fund in the U.S., the administration should contribute another $661 million. “The State Department is underfunding the Global Fund,” Schatz said. “It’s out of compliance with congressional appropriations.” When the senator asked about the funding during Rubio’s recent testimony to Congress, Rubio said, “I think that will move shortly, very quickly.” A “Fundamental Threat to the Rule of Law” During previous administrations, once Congress passed laws to approve federal spending, the money flowed through the OMB, which in turn parceled out the funds to designated agencies, making sure they didn’t spend the funds too quickly or too slowly. Under Trump, the OMB, led by Vought, has repeatedly blocked funds approved by Congress from going to agencies using legally dubious maneuvers, experts in federal spending and constitutional law told ProPublica. As ProPublica has chronicled, Vought takes an expansive view of presidential power and has moved to give the executive branch dramatically greater authority to not spend legally appropriated money. Foreign aid has been a clear focus; after USAID was razed last year, Vought was made acting administrator and tasked with overseeing the closeout of the agency. Eric Ueland, a Vought deputy at the OMB, is currently performing those duties. The OMB currently has labeled more than $500 million in global health money as “unallocated,” according to its own data, which makes it impossible for the State Department to spend without first going through the OMB. It had also labeled most of the humanitarian aid money this way, but began releasing some of those funds in May. By June 11, the OMB had released all of that money to the State Department. Several people inside and outside the government told ProPublica they fear that the administration is withholding the funds because it is planning not to spend them at all. They have good reason to be concerned: That’s exactly what Trump did last year. In 2025, the administration clawed back some $13 billion in foreign aid that Congress had passed into law, some of it by using a maneuver widely understood by legal experts to be illegal. That maneuver, which Vought calls a “pocket rescission,” essentially asks Congress to cancel funds so late in the fiscal year that there isn’t enough time for them to be spent if Congress says no. The Government Accountability Office, Congress’ watchdog, has said pocket rescissions are illegal, and several constitutional scholars told ProPublica the move violates the Impoundment Control Act. That law, passed in 1974 in the wake of disputes with President Richard Nixon, restricts the president’s authority to withhold, or impound, funds approved by Congress. A federal court initially blocked the maneuver as part of ongoing lawsuits related to the dismantling of USAID. But the administration appealed to the Supreme Court, which issued an emergency ruling split along ideological lines that allowed the clawback to continue, though it did not rule on the merits. The GAO has standing to take legal action on a pocket rescission. Edda Emmanuelli Perez, GAO’s general counsel, told ProPublica that her office was continuing to review potential impoundments and monitoring ongoing litigation, and that it has not made a decision to file any lawsuits at this time. While there are still nearly four months left in this fiscal year, career officials and legal experts say another rescission — legal or not — would further erode Congress’ power of the purse, threatening the U.S. democracy. “If that’s going to be a regular occurrence, then we have a real fundamental threat to the rule of law,” said Cerin Lindgrensavage, a former Justice Department lawyer who works for Protect Democracy, a nonprofit that fights against authoritarianism. “Congress has said spend the money, and the president doesn’t want to. The question is, who wins? Under the law, Congress is supposed to win. Right now, the president is.” Budget watchers say there are concerning signs that the administration plans to withhold more funds. In April, the OMB announced to Congress that it was withholding funds earmarked for global health to pay the hefty bills for severance fees and other costs for the thousands of USAID programs Trump officials terminated last year. OMB officials told lawmakers they were setting aside $19 billion to cover those costs, though they anticipated the total would be “substantially” less. (Internal documents reviewed by ProPublica say the figure doesn’t include the cost of the litany of lawsuits associated with the closures — or the dozens of new hires and other agency operations needed to process them.) The bulk of that money came from unspent funds for the canceled programs and other unobligated dollars from previous years. But $3.2 billion came from funds earmarked by Congress for global health and development programs that Trump signed into law in 2025. If it’s not obligated by the end of September, that money will expire and can no longer be spent. Democratic lawmakers were incensed by the OMB’s decision. In a letter to Trump officials, senators called it an “appalling admission of waste of U.S. taxpayer dollars” and demanded that the administration use the $3.2 billion as directed, “consistent with the law.” They asked for a response by May 8. As of June 16, lawmakers had not received one. Asked about the funds during the recent Senate hearing, Rubio claimed they were under the purview of the OMB. Schatz pointed out that Rubio had moved all foreign aid under the State Department and had just wrestled some of that money away from the OMB to respond to an Ebola outbreak. “It also demonstrates you are perfectly capable of getting money released from those closeout funds if you wish,” he told the secretary. “Ebola is an urgent priority, but so is malaria, so is TB and so is HIV/AIDS.” “Proposing a rescission is a Presidential authority, and we will follow President Trump’s direction as to any future rescissions,” the State Department spokesperson told ProPublica. “We are currently planning to obligate all appropriated balances, consistent with law.” The post “A Huge Grab of Power”: Trump Is Defying Congress on Foreign Aid appeared first on ProPublica.
