(AP Photo/Jose Luis Magana, file)2025-12-18T16:11:14Z WASHINGTON (AP) The U.S. Department of Health and Human Services on Thursday unveiled a series of regulatory actions designed to effectively ban gender-affirming care for minors, building on broader Trump administration restrictions on transgender Americans.The sweeping proposals the most significant moves this administration has taken so far to restrict the use of puberty blockers, hormone therapy and surgical interventions for transgender children include cutting off federal Medicaid and Medicare funding from hospitals that provide gender-affirming care to children and prohibiting federal Medicaid dollars from being used to fund such procedures. This is not medicine, it is malpractice, Health Secretary Robert F. Kennedy Jr. said of gender-affirming procedures on children in a news conference on Thursday. Sex-rejecting procedures rob children of their futures. Kennedy also announced Thursday that the HHS Office of Civil Rights will propose a rule excluding gender dysphoria from the definition of a disability.In a related move, the Food and Drug Administration issued warning letters to a dozen companies that market chest-binding vests and other equipment used by people with gender dysphoria. Manufacturers include GenderBender LLC of Carson, California and TomboyX of Seattle. The FDA letters state that chest binders can only be legally marketed for FDA-approved medical uses, such as recovery after mastectomy surgery. Proposed rules would threaten youth gender-affirming care in states where it remains legal Medicaid programs in slightly less than half of states currently cover gender-affirming care. At least 27 states have adopted laws restricting or banning the care. The Supreme Courts recent decision upholding Tennessees ban means most other state laws are likely to remain in place.Thursdays announcements would imperil access in nearly two dozen states where drug treatments and surgical procedures remain legal and funded by Medicaid, which includes federal and state dollars.The proposals announced by Kennedy and his deputies are not final or legally binding. The federal government must go through a lengthy rulemaking process, including periods of public comment and document rewrites, before the restrictions becoming permanent. They are also likely to face legal challenges.But the proposed rules will likely further intimidate health care providers from offering gender-affirming care to children and many hospitals have already ceased such care in anticipation of federal action.Nearly all U.S. hospitals participate in the Medicare and Medicaid programs, the federal governments largest health plans that cover seniors, the disabled and low-income Americans. Losing access to those payments would imperil most U.S. hospitals and medical providers. The same funding restrictions would apply to a smaller health program when it comes to care for people under the age of 19, the State Childrens Health Insurance Program, according to a federal notice posted Thursday morning. Moves contradict advice from medical organizations and transgender advocatesDr. Mehmet Oz, the administrator of the Centers for Medicare and Medicaid Services, on Thursday called transgender treatments a Band-Aid on a much deeper pathology, and suggested children with gender dysphoria are confused, lost and need help. Polling shows many Americans agree with the administrations view of the issue. An Associated Press-NORC Center for Public Affairs Research survey conducted earlier this year found that about half of U.S. adults approved of how Trump was handling transgender issues.Chloe Cole, a conservative activist known for speaking about her gender-transition reversal, spoke at the news conference to express appreciation. She said cries for help from her and others in her situation, have finally been heard. But the approach contradicts the recommendations of most major U.S. medical organizations, including the American Medical Association, which has urged states not to restrict care for gender dysphoria.Advocates for transgender children strongly refuted the administrations claims about gender-affirming care and said Thursdays moves would put lives at risk. In an effort to strongarm hospitals into participating in the administrations anti-LGBTQ agenda, the Trump Administration is forcing health care systems to choose between providing lifesaving care for LGBTQ+ young people and accepting crucial federal funding, Dr. Jamila Perritt, a Washington-based OB/GYN and president and CEO of Physicians for Reproductive Health, said in a statement. This is a lose-lose situation where lives are inevitably on the line. Rodrigo Heng-Lehtinen, senior vice president at The Trevor Project, a nonprofit suicide prevention organization for LBGTQ+ youth, called the changes a one-size-fits-all mandate from the federal government on a decision that should be between a doctor and patient. The multitude of efforts we are seeing from federal legislators to strip transgender and nonbinary youth of the health care they need is deeply troubling, he said. Actions build on a larger effort to restrict transgender rights The announcements build on a wave of actions President Donald Trump, his administration and Republicans in Congress have taken to target the rights of transgender people nationwide.On his first day in office, Trump signed an executive order that declared the federal government would recognize only two immutable sexes: male and female. He also has signed orders aimed at cutting off federal support for gender transitions for people under age 19 and barring transgender athletes from participating in girls and womens sports. On Wednesday, a bill that would open transgender health care providers to prison time if they treat people under the age of 18 passed the U.S. House and heads to the Senate. Another bill under consideration in the House on Thursday aims to ban Medicaid coverage for gender-affirming care for children. Young people who persistently identify as a gender that differs from their sex assigned at birth are first evaluated by a team of professionals. Some may try a social transition, involving changing a hairstyle or pronouns. Some may later also receive hormone-blocking drugs that delay puberty, followed by testosterone or estrogen to bring about the desired physical changes in patients.     ICE Contracts Company Making Bounty Hunter AI Agents
    Immigration and Customs Enforcement (ICE) has paid hundreds of thousands of dollars to a company that makes AI agents to rapidly track down targets. The company claims the skip tracing AI agents help agencies find people of interest and map out their family and other associates more quickly. According to the procurement records, the companys services were specifically for Enforcement and Removal Operations (ERO), the part of ICE that identifies, arrests, and deports people.The contract comes as ICE is spending millions of dollars, and plans to spend tens of millions more, on skip tracing services more broadly. The practice involves ICE paying bounty hunters to use digital tools and physically stalk immigrants to verify their addresses, then report that information to ICE so the agency can act.The contractor, AI Solutions 87, claims on its website that its agents deliver rapid acceleration in finding persons of interest and mapping their entire network. In this case, AI Solutions 87 is advertising its AI agents for locating people.On Tuesday, ICE contracted with AI Solutions 87 for $636,500, according to public procurement records. The record says the contract is specifically for skip tracing services for ICEs ERO, the agencys main deportation arm. Another procurement record says AI Solutions 87 is providing ICE with skip tracing services nationwide.AI Solutions 87 did not respond to a request for comment on how its AI agents work. ICE did not respond to a request for comment on whether the agency specifically bought AI Solutions 87s AI agent product.Screenshot from AI Solutions 87's website.In October, the Intercept reported on ICEs intention to use bounty hunters or skip tracers to find targets. The skip tracing industry usually works on insurance fraud or finding people who skipped bail. Private investigators and skip tracers 404 Media spoke to had mixed reactions to ICEs plan of using private industry in this context, with one being concerned and another saying they would do the work.In November, 404 Media reported ICE had allocated as much as $180 million to pay these bounty hunters and private investigators. Those procurement records said ICE was seeking assistance with a docket size of 1.5 million. The agency would give vendors batches of 50,000 last known addresses of aliens residing in the U.S., with the bounty hunters then verifying the peoples addresses or current location, and giving that information to ICEs ERO. In the records, ICE said contractors should start with online research or commercial data before conducting physical surveillance.It is not clear how exactly AI Solutions 87s AI agent tool would fit into that model, but AI agents are generally used to speed up or handle repetitive tasks. Skip tracing, broadly, can be monotonous work, according to conversations with multiple members of the skip tracing and private investigator industry.In November, 404 Media found one contractor recruited people on LinkedIn to physically track immigrants on ICEs behalf for $300. The project aimed to pay former law enforcement and military officers, with no indication that those being recruited were licensed private investigators, and instead was open to people who were essentially members of the general public.ICE has spent at least $11.6 million on skip tracing services since October, according to 404 Medias review of procurement records. That includes large federal contractors like B.I. Incorporated and SOS International LLC, and companies focused on recovering assets like Global Recovery Group LLC.AI Solutions 87 is registered to a residential building in West Bend, Wisconsin. AI Solutions 87 shares that address with two other companies called DC Gravity LLC and SDNexus Dataops LLC formed this May, according to incorporation records. Greg Behm, who is listed as an officer for each of those companies, did not respond to a request for comment.

    Republicans are attacking Maine Gov. Janet Mills (D) who is running for the U.S. Senate with a fake artificial intelligence (AI)-generated video of her giving a boy a no-parent-permission-required estrogen kit.Mills has been a strong supporter of transgender rights this past year, refusing to bow to pressure from the president to ban trans kids from participating in school sports. Related AI videos showed influencer Jake Paul coming out as gay. His reaction has been surprising. But instead of just criticizing her for her actual record of support for trans people, Republicans have decided to use deepfake videos.The ad from the National Republican Senatorial Committee (NRSC) takes the tone of a 90s infomercial selling The Janet Mills Collection. The robotic voiceover misrepresents her policy positions while AI-generated videos show the consequences of those policies. Generative AI technology was likely used because these are not the actual results of Mills policies, so no real video was available for use. The reason theres no actual video of this situation is that Mills never supported letting boys compete in girls sports, but instead supported letting one type of girl (transgender girls) compete with other girls.In the next scene, a boy in a polo shirt who looks about 8- or 9-years-old is standing in a womens clothing store as Mills hands him a box with old-timey syringes. Mills comes with a no-parent-permission-required estrogen kit, the voiceover says. Hormone therapy is not part of the standard of care for trans kids that age, and kids that age cant get much medical care without parental permission. But saying that Democrats want very young children to get age-inappropriate gender-affirming care has been a key strategy that the right has used to gin up moral panic against trans kids.The voice-over then says that Mills keeps parents in the dark while their minors take prescription hormones as the video shows an even younger boy injecting himself with a syringe. The last scene shows Mills drinking champagne in a fur coat at a hospital waiting room while the voiceover accuses her family of profiting from the gender-affirming care. Its not clear what the ad is referring to, but the idea that doctors profit from turning kids transgender is an established rightwing conspiracy theory meant to discredit medical research showing that gender-affirming care is safe and life-saving for trans youth. The ad includes no quotes from Mills or any legislation she signed, which are typical features of political attack ads, used to make the accusations seem more real. But AI-generated video appears to have taken that place in this ad as the realistic-looking videos provide proof that Mills is turning kids transgender behind their parents backs.The NRSCs webpage about the ad tries to provide some connections to reality, including linking to an article about Mills supporting trans girls competing in girls sports, an article about how older teens can get gender-affirming care in Maine without parental permission in some limited situations, and a link to another NRCS webpage that says that Mills sister works in the health care industry, likely their proof that Mills personally profits from gender-affirming care.Using fake video in political ads is not illegal in the U.S., and the president made it more difficult for states to regulate its use.     Privacy Group Alleges TikTok Tracked Grindr Activity Through Third-Party Data Tool
    A European privacy advocacy group has accused TikTok of monitoring user activity on Grindr through a third-party tracking service, raising serious concerns about the handling of sensitive LGBTQ-related data under European Union privacy law.The allegations were filed Wednesday by None of Your Business, also known as noyb, a Vienna-based digital rights organization. The group submitted formal complaints to Austrias data protection authority against TikTok, Grindr and mobile analytics company AppsFlyer, claiming the companies violated the EUs General Data Protection Regulation, or GDPR, by tracking users across apps without proper consent.According to noyb, TikTok accessed information about a users activity on Grindr via AppsFlyer, a marketing analytics firm that helps companies track app installs and user behavior. The group said this type of cross-app tracking could expose highly sensitive personal data, including information related to sexual orientation, which is afforded special protections under GDPR.The complaint stems from a data-access request filed by a user, who later discovered that TikTok had obtained information about their use of multiple apps, including Grindr and LinkedIn, as well as details about a product added to an online shopping cart. Noyb said TikTok only disclosed this information after repeated inquiries, which it claims violates GDPRs transparency requirements.Telling people months later, and only after several follow-ups, that their sensitive data was accessed is not what the GDPR envisions, noyb said in a statement.The advocacy group alleges that TikTok used the collected data for purposes including personalized advertising, analytics and security. Under EU law, sensitive personal data, such as information that could reveal a persons sexual orientation, is subject to stricter limits because of the potential risk of discrimination, harassment or harm.Noyb argues that neither Grindr nor AppsFlyer had a legal basis to share such data with TikTok, and that AppsFlyer unlawfully facilitated the transfer. The group is calling on Austrian regulators to investigate the claims, order the companies to halt the alleged practices and impose fines if violations are confirmed.Representatives for TikTok, Grindr and AppsFlyer had not publicly responded to the allegations.The complaint adds to mounting scrutiny facing all three companies. TikTok, which is owned by Chinese tech firm ByteDance, was fined 530 million euros by Irelands Data Protection Commission in May over concerns related to international data transfers. Grindr, meanwhile, is currently facing a mass lawsuit in London brought by users who allege the app shared their HIV status with third parties without consent between 2018 and 2020.For LGBTQ advocates, the allegations underscore longstanding fears about how dating apps and social platforms handle sensitive user data. Grindr, in particular, has previously been criticized by privacy experts for its data practices, given the risks faced by queer people in hostile environments.Information about someones sexuality is not just another data point, privacy advocates have argued. In the wrong hands, it can be dangerous.If regulators determine that the alleged tracking violated GDPR, the companies involved could face significant penalties. If passed, these efforts could override existing protections and expand the reach of policies already enacted in 26 states that ban or restrict this type of care for minors.Advocates say the stakes are high, and the consequences personal.Advocates Push Back on Federal OverreachRodrigo Heng-Lehtinen, senior vice president of public engagement campaigns at The Trevor Project, issued a statement condemning the proposed legislation, framing it as a dangerous intrusion into private medical decisions.Health care decisions belong with patients, their families, and qualified medical providers, Heng-Lehtinen said. They should not be dictated by politicians through broad federal mandates that ignore individual needs.He warned that congressional efforts to restrict care risk undoing decades of medical consensus and research. Gender-affirming care, he noted, is not new and has long been supported by major medical and mental health organizations in the United States.Mental Health Risks at the Center of the DebateMuch of the concern voiced by LGBTQ+ advocates is rooted in data. Still, more than half of those receiving hormone care said they feared losing access due to shifting laws.Families Feel the PressureBeyond individual health outcomes, political pressure is reshaping family decisions. Almost half of transgender and nonbinary youth surveyed said their families had considered relocating to another state because of hostile legislation.Heng-Lehtinen emphasized that these debates are not abstract. Restricting this care puts young lives at risk, he said. Its not exaggeration to say the impact could be devastating in communities nationwide.Education and Support Still MatterWhile federal lawmakers weigh next steps, organizations like The Trevor Project continue to focus on education and support. Resources such as its Guide to Being an Ally to Transgender and Nonbinary Young People aim to help families better understand how to show up for trans youth with care and respect.The organization has also spotlighted personal stories through projects like Learn with Love: Haylin & Mat, a short film documenting a mothers journey to supporting her transgender son while navigating health care decisions.As the political landscape grows more uncertain, advocates argue that one principle should remain clear: young people deserve access to care that helps them survive, thrive, and feel supported, not policies that push them further to the margins.Source
