    Drag performer arrested by ICE agents at asylum hearing
    A San Francisco drag performer attending his asylum hearing was detained by Immigration and Customs Enforcement (ICE) officers on June 26 and relocated to an ICE detention facility near Bakersfield.Hes one of at least 20 people in the city whove been subject to a new presidential administration practice of courthouse arrests, the San Francisco Chronicle reports. The drag artist, a San Francisco resident from Central America who goes by the stage name Hilary Rivers, appeared in court for a pending asylum application based on traumatic and severe persecution in his home country. A government lawyer asked the judge to dismiss Rivers claim, but was rebuffed. ICE agents detained him anyway as he left the courthouse. Subscribe to our Newsletter today The attempted dismissal is another tool in the current administrations arsenal of tactics to detain and deport immigrants granted temporary asylum by the Biden administration, according to Milli Atkinson, legal director at the San Francisco Immigrant Legal Defense Collaborative, who heads up the citysRapid Response Networkthat responds to immigration enforcement actions.Rivers was legally admitted to the U.S. through CBP One, a Biden-era program that allowed migrants to cross the U.S.-Mexico border legally and stay without penalty while awaiting an asylum hearing. The current president canceled it and revoked probationary status for all immigrants who entered the country through the program.Since late May, federal immigration authorities have deployed government attorneys in court to seek dismissal of asylum seekers cases; doing so strips protections afforded to those with pending immigration proceedings.Of those 20 or so asylum seekers detained at court hearings in San Francisco, just two cases have been dismissed.A Rapid Response Network attorney who was on site for Rivers detention was able to advise him of his rights to prevent the government from deporting him in error. Theyre using Rivers stage name publicly to protect his identity. The group was able to locate Rivers in the Bakersfield facility a day after his detention.Its a complete, flagrant violation of what our asylum system was built on, Atkinson said of Rivers detainment. He was doing everything, complying with every rule there could possibly be. Every day hes been in the U.S. has been lawful.The night before his court appearance, Rivers performed at the citys Miss & Mr. Safe Latino pageant.In press materials for the event, pageant sponsor Instituto Familiar de la Raza said that Rivers hopes to be an example of tolerance in her San Francisco community. Although she grew up with discrimination at home, her message centers on queer joy, where everyone deserves to be happy as they are. She made her stage debut in Guatemala at 17, but Hilary Rivers true origin was in a pageant where she appeared with a pupusa cart, giving her the nickname la pupusera.'     Jewel Thais-Williams, beloved activist and influential Black queer nightclub founder, has died
    Jewel Thais-Williams, the former owner of influential Los Angeles Black queer nightclub Jewels Catch One, has died.According to The Advocate, social media tributes this week indicated that Thais-Williams died on Monday, July 7. Thais-Williams sister, Carol Williams, confirmed her passing to the L.A. Times, but did not specify a cause of death. She was 86 years old. Local L.A. outlets described Thais-Williams as a matriarch and a trailblazing figure to the citys Black LGBTQ+ community. The L.A. Times called her nightclub, which Thais-Williams opened in 1973, as a kind of West Coat Studio 54 that was both a sanctuary for Black queer women who were often marginalized in the broader gay club scene, and a place of singular importance to the citys Black and queer nightlife culture. Jewels Catch One hosted performances by Donna Summer, Chaka Khan, Sylvester, and Rick James, as well as celebrity appearances by Ella Fitzgerald, Madonna, Whitney Houston, Sharon Stone, and Whoopi Goldberg. I got the first sense of the business being more than just a bar and having an obligation to the community years ago when Black gays were carded requiring several pieces of ID to get into white clubs, Thais-Williams said in a 1992 interview, according to the L.A. Times. The idea is to have the freedom to go where you want to without being harassed. The predominantly male, white gay community has its set of prejudices. Its better now, but it still exists.Nigl 14K, who worked as the clubs manager, doorperson, and limo driver from the late 1980s until its sale in 2015, said that Thais-Williams created a place where people who felt unwelcome in West Hollywood clubs could go. She was a great friend and a shrewd businessperson who allowed people to just be themselves.At the height of the HIV/AIDS crisis of the 1980s, Thais-Williams became a surrogate mother for anyone with HIV who had been ostracized from their families, her sister told the Times. She was also a tireless activist, co-founding both the Minority AIDS Project and, with her wife Rue, Rues House, a housing facility for women living with HIV, which later transitioned to becoming a sober-living home. Thais-Williams also served on the board of AIDS Project Los Angeles (APLA) and in 2001 founded the Village Health Foundation. In a tribute posted to Instagram earlier this week, APLA wrote that Thais-Williamss vision, resilience, and compassion continue to shape our work and inspire generations of changemakers.As the Times notes, Thais-Williams sold Jewels Catch One to current owner Mitch Edelson in 2015. The venue, now known as Catch One, posted its own tribute to its founder this week. A visionary, activist, healer, and mother to many, her legacy transcends nightlife, reverberating through community health, advocacy, and the fight for acceptance and safety, the post reads. She welcomed everyone under her roof and transformed our city.In the years after selling the club, Thais-Williams remained a venerated figure. She served as the Grand Marshal of the 2016 L.A. Pride Parade. In 2018, The Advocate named her the Legacy Honoree for its Champions of Pride. That same year, she was the subject of a Netflix documentary, Jewels Catch One, directed by C. Fitz and produced by Ava DuVernays ARRAY. In 2019, the intersection where Catch One is located was renamed Jewel Thais-Williams Square by the L.A. City Council. And in 2021, she was among the 26 Black LGBTQ+ trailblazers listed in a U.S. House resolution introduced by Rep.     GOP forces nations largest gender-affirming youth clinic to end new patient care
    The Center for Transyouth Health and Development at Childrens Hospital in Los Angeles (CHLA) has served thousands of gender-diverse youth from California and around the country since it opened over 30 years ago. That treatment will end for new patients on July 22.It was the largest gender-affirming care facility of its kind. The closure comes weeks after the Supreme Court upheld Tennessees ban on gender-affirming care for minors, and under mounting pressure from the current presidential administration. Subscribe to our Newsletter today Childrens Hospital first announced in February that it would close the clinics doors, following the presidents executive order in January dictating an end to gender-affirming care for minors, which he characterized as chemical and surgical mutilation. The hospitals announcement was met with protests, and they recanted. By June, however, hospital executives backtracked in the face of threatened federal funding cuts.The center said in a statement that despite a deeply held commitment to supporting LAs gender-diverse community, the hospital has been left with no viable path forward to keep the clinic open.In an email obtained by ABC 7 Eyewitness News in June, hospital executives cited challenges due to a shifting policy landscape, including the presidents executive orders on gender-affirming care and gender ideology, Californias budget crisis, and threatened cuts to hospital funding. Those include termination of the hospitals participation in the Medicaid insurance program and other federal funding sources.CHLA said it relies on federal funding more than any other pediatric hospital in the state. Losing access to those federal dollars would impact its ability to provide essential and emergency care to low-income children and teenagers.The clinic said its in the process of helping patients find alternative providers.Protesters have been out in force at the hospitals doors since the closure announcement in June. Those include Jack Brenner, a nonbinary trans nurse in the hospitals emergency room, who addressed protesters after their shift, the Associated Press reported.Our visibility is so important for our youth, Brenner said, still in scrubs and choking back tears. To see that there is a future, and that there is a way to grow up and to be your authentic self.I see the change in kids eyes, little glints of recognition, that I am a trans adult and that there is a future, they said. Ive seen kids light up when they recognize something of themselves in me. And that is so meaningful that I can provide that. California Attorney General Rob Bonta warned CHLA in February that the clinics closure would violate state antidiscrimination laws, but Bontas office hasnt taken any action. Bonta is among 23 state attorneys general whove sued the current presidential administration over the gender-affirming care executive order.[The] administrations relentless assault on transgender adolescents is nothing short of an all-out war to strip away LGBTQ+ rights, Bonta recently told the AP, just days ahead of the clinics closure.The Administrations harmful attacks are hurting Californias transgender community by seeking to scare doctors and hospitals from providing nondiscriminatory healthcare.     Some Texas Officials Didnt Respond to Flood Alerts, Echoing the Tragedies of Hurricane Helene

Nine months ago, Hurricane Helene barreled up from the Gulf of Mexico and slammed into the rugged mountains of western North Carolina, dumping a foot of rain onto an already saturated landscape. More than 100 people died, most by drowning in floodwaters or being crushed by water-fueled landslides.We had no idea it was going to do what it did, said Jeff Howell, the now-retired emergency manager in Yancey County, North Carolina, a rural expanse that suffered the most deaths per capita. A week ago, the remnants of Tropical Storm Barry slipped up from the coast of Mexico, drawing moisture from the Gulf, then collided with another system and inundated rivers and creeks in hilly south central Texas. More than 100 people are confirmed dead, many of them children, with more missing.We had no reason to believe that this was going to be anything like whats happened here none whatsoever, said County Judge Rob Kelly, the top elected official in Kerr County, Texas, where most of the deaths occurred.The similarities between North Carolina and Texas extend beyond the words of these two officials. In both disasters, there was a disconnect between accurate weather alerts and on-the-ground action that could have saved lives. Officials in each of those places were warned. The National Weather Service sent urgent alerts about potentially life-threatening danger hours in advance of the flash floods, leaving time to notify and try to evacuate people in harms way. In Texas, some local officials did just that. But others did not.Similarly, a ProPublica investigation found that when Helene hit on Sept. 27, some local officials in North Carolina issued evacuation orders. At least five counties in Helenes path, including Yancey, did not. Howell said the enormity of the storm was far worse than anyone alive had ever seen and that he notified residents as best he could.The National Weather Service described Helenes approach for days. It sent out increasingly dire alerts warning of dangerous flash flooding and landslides. Its staff spoke directly with local emergency managers and held webinar updates. A Facebook message the regional office posted around 1 p.m. the day before Helene hit warned of significant to catastrophic, life-threatening flooding in the mountains. This will be one of the most significant weather events to happen in the western portions of the area in the modern era.Similarly, in Texas, the weather service warned of potential for flash flooding the day before. Also that day, the state emergency management agencys regional director had personally contacted county judges, mayors and others in that area and notified them all of potential flooding, Lt. Gov. Dan Patrick later said at a press conference. AccuWeather, a commercial weather forecasting service, issued the first flash flood warnings for the area at 12:44 a.m. on July 4, roughly three hours before the catastrophic flooding. A half-hour later, at 1:14 a.m., the National Weather Service sent a similar warning to two specific areas, including central Kerr County, where the Guadalupe Rivers banks and hills are dotted with vacation homes, summer camps and campgrounds many filled with July 4 vacationers slumbering in cabins and RVs.Flash flooding is ongoing or expected to begin shortly, the weather service alert said. Impacts could include life threatening flash flooding of creeks and streams.A severity descriptor on that alert sent it to weather radios and the nations Wireless Emergency Alerts system, which blasts weather warnings to cellphones to blare an alarm.AccuWeathers chief meteorologist, Jonathan Porter, was dismayed to hear news later that all the children attending youth camps in Kerr County had not been ushered to higher ground despite those warnings.At Camp Mystic, a beloved century-old Christian summer camp for girls, at least 27 campers and counselors were killed. Six still havent been found. Its director also died, while trying to rescue children. (People at the camp said they received little to no help from the authorities, according to The New York Times.)I was very concerned to see that campers were awoken not by someone coming to tell them to evacuate based on timely warnings issued but rather by rapidly rising water that was going up to the second level of their bunkbeds, Porter said. In the area, known as Flash Flood Alley, Porter called this a tragedy of the worst sort because it appeared camps and local officials could have mobilized sooner in response to the alerts.There was plenty of time to evacuate people to higher ground, Porter said. The question is, Why did that not happen? But Dalton Rice, city manager of Kerrville, the county seat, said at a press conference the next day that there wasnt a lot of time to communicate the risk to camps because the floodwaters rose so rapidly.Rice said that at 3:30 a.m. more than two hours after the flash flood warnings began he went jogging near the Guadalupe River to check it out but didnt see anything concerning. But 13 miles upriver from the park where he was jogging, the river began at 3:10 a.m. to rise 25 feet in just two hours.At 4:03 a.m., the weather service upgraded the warning to an emergency its most severe flash flood alert with a tag of catastrophic. It singled out the Guadalupe River at Hunt in Kerr County: This is a PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER GROUND NOW! The local sheriff said he wasnt made aware of the flooding until 4 to 5 a.m. He has declined to say whether the local emergency manager, who is responsible for alerting the public to approaching storms, was awake when the flash flood warnings went out starting at 1 a.m. The Texas Tribune reported that Kerrvilles mayor said he wasnt aware of the flooding until around 5:30 a.m., when the city manager called and woke him up. Local officials have refused to provide more details, saying they are focused on finding the more than 100 people still missing and notifying loved ones of deaths. Second image: Jim Vondruska/Getty Images) One challenge as disasters approach is that weather alerts often dont reach the people in harms way.In rural areas across Texas and North Carolina alike, cellphone service can be spotty on the best of days, and some people turn off alert notifications. In North Carolinas remote mountains, many people live at least somewhat off the grid. The cell service isnt great everywhere, and many arent glued to phones or social media. In Texas, Kerr County residents posted on Facebook complaints that they didnt receive the weather services alerts while others said their phones blared all night with warnings. Many counties also use apps to send their own alerts, often tailored to their specific rivers and roads. But residents must opt in to receive them. Kerr County uses CodeRed, but it isnt clear what alerts it sent out overnight. Pete Jensen has spent a long career in emergency management, including responding to the Sept. 11, 2001, terrorist attack. Disasters happen to someone else. They dont happen to me. That can include local officials who dont always understand what their responsibilities are. They very often react like most humans do in denial.There is one big difference between the disasters in Texas and North Carolina.
