    Lisa Kleinman and her family are generous supporters of The Trevor Projects mission. Lisa experienced the tragic loss of her nephew, Asher, who would be turning 24 this year onAugust 12.Following Ashers passing, Lisa and her family made a 25-year commitment to honor Ashers memory through their peer-to-peer campaign to help The Trevor Project support LGBTQ+ youth in crisis. Each year, the funds raised will support a different program: Crisis Intervention, Research, Public Education, Peer Support, and Advocacy & Government Affairs.We spoke to Lisa about Ashers life, her wonderful memories of him, her familys commitment to The Trevor Project, and her words of inspiration for LGBTQ+ young people.Can you tell us more about Asher?Asher was a vibrant, passionate young man who loved learning, cooking, animals, swimming, wrestling, football, and his friends. He was an Eagle Scout. As a small child, he was bursting with energy. He was close in age to my youngest son, Elliot, and the two of them spent a lot of time together as children. I had a special relationship with him as wellwe loved to talk about cooking and went on expeditions together to buy spices.Asher grew up in an Orthodox Jewish community in Riverdale, NY, and spent two years studying in Israel before college. He had planned to study physical therapy, but he returned to the U.S., unsure of what he wanted to do with his life. Instead of enrolling at the college to which he had been accepted, he moved in with his parents, who had relocated to Memphis, TN, and spent a year working in construction and learning about the building trades while contemplating his future. On the morning of May 19, 2022, he didnt wake up. He was 20 years old. His cause of death is unknown.What led to your ongoing commitment to supporting The Trevor Project?Among Ashers close friends were several members of the queer community who were struggling, in part because the Orthodox Jewish community is not a very comfortable place for LGBTQ+ folks. Asher was a staunch ally, and he contributed to The Trevor Project himself because he believed in its mission and saw among his own friends how desperately Trevors services are needed.After his death, wehis aunt, uncle, and cousins, the Kleinman familydecided to launch a Trevor Project fundraising campaign in his memory. The campaign was launched on what would have been Ashers 21st birthday.Please share more about your peer-to-peer fundraising commitment, and why youve chosen this path to support The Trevor Project?Ashers death was a huge blow to his extended family, his many friends, and the larger Jewish community. We wanted to include as many people in our effort to tackle one of the problems that Asher himself recognized in our society, and did his best to address. Over 100 people donated to the campaign over three years.Can you share a brief, hopeful message to loss survivors in our community?The death of a young person is one of the most painful things a family can experience, but the joy Asher brought us will always be with us.   • Legislative Victories, Challenges, and the Path Forward for LGBTQ+ Youth Mental Health
    As the majority of the state legislatures adjourn for the summer, were able to reflect on the recent legal changes that impact how LGBTQ+ young people navigate their schools, medical care, communities, and even their own identities. In addition to new state laws that will both support and hinder LGBTQ+ young people, the federal government has also advanced new regulations that will significantly shape the resources available to them.On July 17th, the Administration eliminated the 988 Suicide & Crisis Lifelines LGBTQ+ Youth Specialized Services program, which has provided life-saving services to more than 1.5 million LGBTQ+ young people nationwide since its inception. In addition, the U.S. Supreme Courts ruling in United States v. Skrmetti upheld a Tennessee law banning certain medicines for transgender youth and affirmed existing state-level bans on best practice medical care for transgender young people. This decision has made essential care even more difficult to access for transgender youth in states where it has been banned.During the 2025 state legislative sessions, lawmakers across the country introduced more than 500 bills aimed at restricting the rights and safety of LGBTQ+ young people. Of those introduced, at least 78 were enacted into law. These new laws will limit access to medical care for transgender young people, impose discriminatory bans on restroom access and sports participation, enforce harmful school policies, and undermine protections for LGBTQ+ young people in foster care and adoption systems. LGBTQ+ young people deserve to be welcomed and supported by their communities and families, but these new statues will foster hostile and dangerous environments that will put their mental health and well-being at risk.The lasting harm these laws will cause cannot be overstated. However, several significant bills and state administrative orders were enacted this year offering LGBTQ+ young people a beacon of hope and assurance that there are countless allies in their corner advocating to make the world a better place for LGBTQ+ youth.Access to Health CareSeveral states passed key legislation this year to strengthen protections and improve access for transgender medical care. Colorado and Vermont enacted laws requiring coverage of gender-affirming medical care under health insurance plans. Additionally, Colorado, Connecticut, and Washington expanded financial support and protections to streamline access to essential medical care for those who need it. Building on these victories, Delaware Governor Meyer signed an Executive Order implementing protections for patients and providers of transgender medical care. According to The Trevor Projects 2024 U.S. National Survey on the Mental Health of LGBTQ+ Young People, nearly half of transgender youth who wanted mental health care in the past were unable to access it. Laws like these help ensure that transgender young people can access care that both affirms their identity and prioritizes their safety and well-being.Welcoming SchoolsThis year, Washington and Maryland enacted legislation to bolster protections for transgender students and strengthen local alignment with inclusive school curriculum requirements, respectively. Safe and welcoming school environments for LGBTQ+ young people play a critical role in supporting positive mental health outcomes.Anti-DiscriminationAdditional states enacted new statues to strengthen anti-discrimination protections for LGBTQ+ youth and adults. Colorado passed new legal safeguards for transgender residents, while Hawaii will review their revised statues and make recommendations to incorporate gender-neutral language. Utah also passed legislation clarifying the definition of workplace sexual harassment to be more inclusive.Looking AheadDespite efforts by certain state governments and federal agencies to create hostile environments for LGBTQ+ young people, LGBTQ+ advocates are determined to build a world where LGBTQ+ youth feel seen and supported for being exactly who they are. The Trevor Project is grateful that the State of California has stepped up to fill the gap in crisis care for Californias LGBTQ+ young people by announcing a new partnership that will enable Trevor to train all counselors in state-based crisis centers with critical LGBTQ+ competency training. This partnership highlights the need for personalized care for high-risk groups like LGBTQ+ young people and reinforces California leaders message: We see and value the young LGBTQ+ residents living in our state, and we are taking action to support them, right now. It sends a powerful signal to LGBTQ+ youth that they are valued and that they belong.State advocates should be empowered to follow suit and support LGBTQ+ young people, even in the face of adverse federal actions.     July 17, 2025 The Substance Abuse and Mental Health Services Administration (SAMHSA) has officially terminated the 988 Suicide & Crisis Lifelines LGBTQ+ Youth Specialized Services program. Starting today, contacts who reach out to the 988 Lifeline will no longer have the option to press 3, text PRIDE, or connect via online chat to a counselor who is trained in supporting LGBTQ+ young people under age 25.Since 2022, the 988 Lifeline has provided evidence-backed, specialized services to the countrys highest risk groups for suicide, including veterans and LGBTQ+ youth. As of today, this federal program that has provided best-practice crisis services to an estimated 1.5 million LGBTQ+ young people will no longer be available.The Trevor Projects CEO, Jaymes Black, released the following statement in response:Its hard to find the words today. Our countrys federal government including the very agency in charge of protecting our mental health cut a literal lifeline that has provided 1.5 million LGBTQ+ youth with suicide prevention services. In response, California Democrats are also moving ahead with their own reshaping of congressional districts to counteract Texas, putting in motion a potentially widening and unusually timed redistricting battle nationwide. The redrawing began in Texas but has been stalled since dozens of Democrats, who are the minority in each chamber, left the state on Aug. 3, with most of them going to Illinois. The absent lawmakers had signaled they were ready return to Austin after Republican Gov. Greg Abbott ended a first special session and California moved forward with its own plan. Florida officials dispute that claim.The civil rights attorneys also want U.S. District Judge Rodolfo Ruiz to identify an immigration court that has jurisdiction over the detention center so that petitions can be filed for the detainees bond or release. The attorneys say that hearings for their cases have been routinely canceled in federal Florida immigration courts by judges who say they dont have jurisdiction over the detainees held in the Everglades. The situation at Alligator Alcatraz is so anomalous from what is typically granted at other immigration facilities, Eunice Cho, an attorney for the American Civil Liberties Union Foundation, said Thursday during a virtual meeting to prepare for Mondays hearing in Miami. But before delving into the core issues of the detainees rights, Ruiz has said he wants to hear about whether the lawsuit was filed in the proper jurisdiction in Miami. The state and federal government defendants have argued that even though the isolated airstrip where the facility was built is owned by Miami-Dade County, Floridas southern district is the wrong venue since the detention center is located in neighboring Collier County, which is in the states middle district. The hearing over legal access comes as another federal judge in Miami considers whether construction and operations at the facility should be halted indefinitely because federal environmental rules werent followed. U.S. District Judge Kathleen Williams on Aug. 7 ordered a 14-day halt on additional construction at the site while witnesses testified at a hearing that wrapped up last week. She has said she plans to issue a ruling before the order expires later this week.Meanwhile, Florida Gov. Ron DeSantis announced last week that his administration was preparing to open a second immigration detention facility dubbed Deportation Depot at a state prison in north Florida. DeSantis justified building the second detention center by saying President Donald Trumps administration needs the additional capacity to hold and deport more immigrants.The state of Florida has disputed claims that Alligator Alcatraz detainees have been unable to meet with their attorneys. The states lawyers said that since July 15, when videoconferencing started at the facility, the state has granted every request for a detainee to meet with an attorney, and in-person meetings started July 28. The first detainees arrived at the beginning of July. But the civil rights attorneys said that even if lawyers have been scheduled to meet with their clients at the detention center, it hasnt been in private or confidential, and it is more restrictive than at other immigration detention facilities. They said scheduling delays and an unreasonable advanced notice requirement have hindered their ability to meet with the detainees, thereby violating their constitutional rights.Civil rights attorneys said officers are going cell-to-cell to pressure detainees into signing voluntary removal orders before theyre allowed to consult their attorneys, and some detainees have been deported even though they didnt have final removal orders. Along with the spread of a respiratory infection and rainwater flooding their tents, the circumstances have fueled a feeling of desperation among detainees, the attorneys wrote in a court filing. By arriving as a group, they hope to avoid any debacles like Zelenskyys February meeting in the Oval Office, where Trump chastised him for not showing enough gratitude for American military aid. The meeting also is a test of Americas relationship with its closest allies after the European Union and United Kingdom accepted Trumps tariff hikes partly because they wanted his support on Ukraine. Mondays showing is a sign both of the progress and the possible distress coming out of the Alaska meeting as many of Europes leaders are descending on Washington with the explicit goal of protecting Ukraines interests, a rare and sweeping show of diplomatic force. Its important that America agrees to work with Europe to provide security guarantees for Ukraine, and therefore for all of Europe, Zelenskyy said on X.The night before the meeting, however, Trump seemed to put the onus on Zelenskyy to agree to concessions and suggested that Ukraine could not regain Crimea, which Russia annexed in 2014, setting off an armed conflict that led to its broader 2022 invasion.     Trumps Rollback of Rules for Mental Health Coverage Could Lead More Americans to Go Without Care

During his first term, President Donald Trump frequently turned to the issue of mental health, framing it as a national crisis that demanded action. He linked it to opioid addiction, mass shootings and a surge in veteran suicides and he later used it to argue against COVID-19 lockdowns and school closures.At times, he backed up his rhetoric with action. His administration issued tens of millions of dollars in grants to expand community mental health services and continued funding contracts to help federal regulators enforce the parity law, which requires insurers to treat mental and physical health care equally.But just months after Trump returned to the presidency this year, his administration paused new rules issued in President Joe Bidens final months that were designed to strengthen mental health protections and hold insurance companies accountable when they unlawfully denied coverage. That pause came after an industry group that advocates for large employers on issues related to employee benefits filed a lawsuit seeking to block the new rules.Whats more, Congress has curtailed funding for the Employee Benefits Security Administration, or EBSA, a small agency in the Department of Labor that enforces mental health parity in most employer-sponsored health insurance plans. The squeeze is largely due to the expiration of temporary supplemental funding Congress approved just weeks after Biden was elected president but before he took office.While the impact of these changes is hard to measure, federal employees, policy experts and front-line workers warn that suspending the rules and cutting enforcement funding could have serious consequences. They say it could mean longer waits for help when patients challenge insurance decisions, fewer investigations of insurers and employer health plans over possible violations of federal mental health protections, and more people going without care theyre legally entitled to.Their long-term predictions include more untreated mental illness and growing anger at insurers. Imagine if you are a parent calling about lifesaving care your kid needs, said Ali Khawar, who was second in command at EBSA before stepping down at the end of the Biden administration. With less money and fewer employees, he said, the agency isnt equipped to open new investigations quickly.The suspended rules were meant to strengthen enforcement of the 2008 Mental Health Parity and Addiction Equity Act. The failure to provide the same level of access to mental health care as physical care has been well documented by researchers as well as by a recent ProPublica investigation. We found that insurers often block care, underpay mental health providers and make it hard for patients to find help sometimes with deadly consequences.The rules, released in September 2024, required health plans to gather and report detailed data on how they restrict or deny mental health claims. If the plans found disparities when compared with medical care, insurers had to explain what they were doing to close those gaps, a requirement the Trump administration put on hold.In his first term, Trump positioned himself as an advocate for expanding mental health services and strengthening parity enforcement. His commission on opioid abuse even recommended giving EBSA more authority to penalize insurers that violate the parity rules, though Congress never approved the proposal.But after returning to office, his administration has moved to roll back several Biden-era initiatives, from solar energy grants to student loan relief. The new parity rules were no exception.Days before Trumps second inauguration, the ERISA Industry Committee, or ERIC, a trade group representing large employers on employee benefits policy, sued to block the regulations. After that, the Trump administration went to court to ask to have the lawsuit paused while it considered whether to rescind or modify the rules.A federal judge granted the request, and the Trump administration promised not to enforce them during the litigation or for 18 months afterward.ERIC says that the new rules went beyond what Congress intended when it created the mental health parity law and were too vague and burdensome. But advocates for the new rules said the action effectively gutted the parity laws strongest protections.The expectation was that these rules would be incredibly significant in driving better compliance, Khawar said. So now that it is on hold, it is a significant benefit that will never be realized.James Gelfand, ERICs president and CEO, said he believed the Biden administration went too far.While we do support mental health parity generally, we dont support this rule, he said. We dont think that the Biden administration had any authority to write it. He added that it created an impossible standard that we cant meet, and that rules were purposely vague so they could choose to enforce against whoever they wanted, whenever they wanted.EBSA, which safeguards workplace benefits for 150 million Americans, has always had to make do with a small staff, and it was struggling even under the Biden administration, which backed its mission. In a 2023 report to Congress, the agency acknowledged that with one investigator for every 7,700 health plans, its resources are limited compared to the vast universe that it regulates.Those limits showed in the results: Between February 2021 and July 2024, EBSA conducted 150 investigations and issued just 70 letters finding violations of the parity law though in many other cases, the agency worked with insurers and employers to resolve problems without a formal violation finding.And now it is pressing ahead with far fewer employees. The Senate Appropriations Committee has proposed holding EBSAs base funding at the same level as last year but without the temporary boost Congress provided under the December 2020 No Surprises Act. That law, designed to protect patients from surprise medical bills, included extra funding to help EBSA handle a surge in complaints and new responsibilities.That funding expired a few months after Biden left office. With that support now gone, EBSAs workforce is set to drop by nearly one-fifth from two years ago, from 831 workers in 2024 to 687 or fewer employees in 2026.The Senate Appropriations Committee signaled that mental health parity enforcement was still a priority, including a note in its bill report saying it supports additional efforts directed toward systemic and targeted audits of health care coverage provided by employee-sponsored plans and to ensure parity between mental and physical health care coverage as required by current law.Gelfand said his group wanted EBSA to be robustly funded so it could work to help employers comply with the law. But he said that until EBSAs mission changes, his organization supports not adding funding.Although many of the positions were lost through attrition in the months leading up to the expiration of No Surprises Act funding and the start of Trumps second term, other staffers left soon after Trump took office through voluntary separation packages.Neither the White House nor representatives for EBSA responded to questions about the paused rules or the reduced funding.A front-line worker said with so many departures, key institutional knowledge was lost. The losses have hit hardest in two key areas: The benefit advisers, who field calls from people around the country facing insurance denials they believe are wrong, are down by about 30%. The investigative staff, which leads the in-depth probes into insurance practices, has shrunk by nearly 40%, according to current and former employees. As a result, investigators are juggling higher caseloads and people seeking help are facing longer delays.EBSA oversees a wide range of employee benefits, including retirement plans, health coverage and protections under federal labor law. In recent years, enforcement of mental health parity laws has grown to make up about 25% of its investigative work, according to current and former officials.The agency has the power to help millions of patients who have health insurance through their workplace. When investigators reveal systemic violations, they can require whats known as a global correction, forcing insurers or plan administrators to fix a problem across multitudes of plans and patients. For example, after an investigation by EBSAs Kansas City office, a major claims administrator agreed to stop denying drug testing tied to substance use treatment, reprocess more than 3,000 claims and return nearly $2 million to patients and providers.For some families, it can be a matter of life or death.During the darkest months of the pandemic, a Massachusetts woman, who asked that her name be withheld to protect her teenage daughters privacy, watched her child unravel. Isolated at home, the girl started following social media videos of people cutting themselves and soon began doing the same. She became severely anorexic and started talking about suicide.The parents got their daughter admitted to a residential treatment center, believing it was her best chance of improvement. But their insurer denied coverage, leaving them with more than $80,000 in bills. What followed was a two-year battle for reimbursement. So she turned to the Department of Labor for help. An EBSA investigator took the case, helping her navigate the complex claims process and advocating for her in negotiations with the insurer.Last year, the insurer agreed the claim had been inadvertently denied in error and agreed to repay most of what the family had paid.
