(AP Photo/Jose Luis Magana)2026-03-17T11:03:47Z WASHINGTON (AP) Republicans are launching an unprecedented effort on Tuesday to hold the Senate floor and talk for days about a bill that they know wont pass an attempt to capture public attention on legislation requiring stricter voter registration rules as President Donald Trump pressures Congress to act before Novembers midterm elections. The talkathon could last a week or longer, potentially through the weekend, as Senate Majority Leader John Thune tries to navigate Trumps insistence on the issue and Democrats united opposition. Trump has urged Thune to scrap the legislative filibuster, which triggers a 60-vote threshold in the 100-member Senate, or find another workaround to pass the bill, but Thune has repeatedly said he doesnt have the votes to do that.Instead, Republicans intend to make a long, noisy show of support for the legislation, which would require Americans to prove they are U.S. citizens before they register to vote and to show identification at the polls, among other things. Its a risky strategy, with no guarantee it will be enough for Trump, who has said he wont sign other bills until the Safeguard American Voter Eligibility Act also known as the SAVE America Act or the SAVE Act is passed. The floor debate is expected to eventually end with a failed vote. Republicans need 60 votes to advance the bill to a final vote, but they hold 53 seats, and all 45 Democrats and both independents, who caucus with the Democrats, oppose it. Still, the debate will put Democrats on the record, Thune said last week. In a social media post on Tuesday morning, Trump issued a warning to any Republican who doesnt vote for the bill: I WILL NEVER (EVER!) ENDORSE ANYONE WHO VOTES AGAINST SAVE AMERICA!!! Creating strict voter registration rules Trump says, without evidence, that Democrats can only win in the midterms if they cheat and explicitly said Republicans need the SAVE America Act to win in November. The House passed the legislation earlier this year, but the Senate turned to other issues as it became clear that Republicans didnt have the votes to pass it. But Trump made clear he wasnt satisfied and pushed the Senate to act. The Republican president has said he wont sign other legislation, including a bipartisan housing bill backed by the White House, until the voting bill passes. The bill contains a slew of provisions that Trump and his most loyal supporters have pushed as part of a broad effort to assert federal control over elections. It would require voters nationwide to provide proof of citizenship when they register and to show accepted voter identification when casting a ballot. It would also create new penalties for election workers who register voters without proof of citizenship and require states to hand voter data over to the Department of Homeland Security so federal officials could screen for voters who are in the country illegally. Trump also wants new provisions added to the bill, including a ban on most mail-in ballots. Itll guarantee the midterms, Trump said of the bill last week. If you dont get it, big trouble. Democratic opposition to the bill is firmDemocrats and many groups that champion voter access say there is little evidence of noncitizens voting and say the bill would disenfranchise millions of voters including Republicans by creating new burdens to prove citizenship. It is already illegal to vote if you are not a U.S. citizen, but the bill would lay out strict new rules for paperwork that people would have to present to register to vote. Opponents of the measure say those documents are not always readily available for many people. There is no new problem to solve here, said Janai Nelson, president and director-counsel of the Legal Defense Fund, a civil rights law advocacy group. There is an apparatus already to ensure that elections are safe and secure and that only eligible voters are casting ballots in our elections. Senate Democratic leader Chuck Schumer said that Democrats are not opposed to voter identification but this is about purging the voter rolls in a massive way, so you never even get the chance to show a voter ID when you showed up to vote because youd be knocked off the rolls. Expect a show on the Senate floor Trump, backed by Republican Sen. Mike Lee of Utah, has pushed for a talking filibuster, which would force Democrats to talk for days or weeks to delay passage of the bill. But Thune and the larger GOP conference rejected that idea, arguing that it would end in failure after giving Democrats a stage and the opportunity to offer endless amendments, potentially adding their priorities to the bill. Republicans are instead taking over the floor with their own speeches, proceeding under regular order but operating outside the normal time limits that are customary when debating legislation. Democrats are expected to answer with their own procedural hijinks, potentially forcing Republicans to come to the floor at all hours for votes, meaning they will need to stay close to the Senate for the duration. Lee said last week that its unclear how it will all play out. He said he thinks Trump understands that we need to put in an aggressive effort here.And a lot of that, he said, is going to have to be determined in real time as we go about it.The extent of Trumps satisfaction with the process, Lee said, will depend on whether, in his view, we gave it everything we have.On Monday night, Lee was rallying Trumps base voters on X. As head of the National Counterterrorism Center, he was in charge of an agency tasked with analyzing and detecting terrorist threats.Before entering President Donald Trumps administration, Kent ran two unsuccessful campaigns for Congress in Washington state. He also served in the military, seeing 11 deployments as a Green Beret, followed by work at the CIA. Democrats strongly opposed Kents confirmation, pointing to his past ties to far-right figures and conspiracy theories. During his 2022 congressional campaign, Kent paid Graham Jorgensen, a member of the far-right military group the Proud Boys, for consulting work. In his new role, Mullin is expected to improve relationships with Congress, where Republicans treated Noem with skepticism. Republicans are hoping that switching out Noem for Mullin will serve as enough of a change to appease Democratic demands to fund the department.This is what the Democrats have been clamoring for. There are still over $2.2 billion in recovery and mitigation projects awaiting DHS approval as of Friday, according to official figures seen by The Associated Press. The Trump-appointed FEMA Review Council, chaired by Noem, is months behind in releasing a highly anticipated recommendation report after the outgoing secretary clashed with other council members on how far to take the reforms.Mullins views on FEMA arent entirely clear, but he has expressed skepticism of a federal disaster response in the past. Its not FEMA thats going to respond, he told Fox Business shortly after Hurricane Helene in 2024. Scott Applewhite)2026-03-17T13:55:53Z ROME (AP) The Vatican appeals tribunal declared a mistrial Tuesday in the Holy Sees big trial of the century, a stunning blow to both Pope Francis legacy and Vatican prosecutors who had put a cardinal and several other people on trial over alleged financial crimes.In a 16-page ruling, the appeals court ruled that Francis and Vatican prosecutors both made procedural errors that nullified the original indictment and required a new trial. The court set a June 22 as the date for the new trial to begin. Defense lawyers said such a ruling was enormously significant if not historic, since it amounted to a Vatican court declaring an act of the pope null.The ruling was a win for the defense and a huge setback to Vatican prosecutors, who have been scrambling to salvage their case. The prosecution and 2023 convictions against Cardinal Angelo Becciu and others had been held up by the late pope as evidence of his willingness to crack down on financial misconduct in the Holy See. The case had as its main focus the Vaticans investment of 350 million euros ($413 million) in a London property. Prosecutors alleged brokers and Vatican monsignors fleeced the Holy See of tens of millions of euros in fees and commissions to acquire the property, and then extorted the Holy See for 15 million euros ($16.5 million) to cede control of it. The original investigation spawned two main tangents involving Becciu, once a leading Vatican cardinal and future papal contender. He was convicted of embezzlement and sentenced to 5 years in prison. The tribunal convicted eight other defendants of embezzlement, abuse of office, fraud and other charges. They all maintained their innocence and appealed.During the initial trial, Beccius lawyers in particular had complained that prosecutors hadnt turned over all the evidence to the defense, violating their right to a fair trial. Prosecutors had redacted some documents, withheld the cellphone records of a key prosecution witness and redacted texts among the players, arguing that such omissions were necessary to protect the secrecy of other investigations. Defense lawyers also alleged that four secret decrees Francis signed giving prosecutors wide-ranging powers to investigate violated the defendants right to a fair trial. They only learned about the decrees just before the trial began, since the decrees were never published.The appeals court agreed with both defense arguments.In the ruling, the appeals court ruled that one of Francis decrees amounted to a law, and that Francis failure to publish it nullified it. The court also decreed that Vatican prosecutors failure to turn over to the defense all their evidence nullified their original indictment.Defense lawyers were pleased by the ruling.The historic decision by the Court of Appealswhich, for the first time in Vatican history, ruled that a papal rescript was invalid and void due to failure to publish itin our view results in the complete nullity of the entire investigation and trial, attorneys Massimo Bassi and Cataldo Intrieri, who represent former Vatican official Fabrizio Tirabassi, said in a statement. WWW.404MEDIA.COAI Job Loss Research Ignores How AI Is Utterly Destroying the InternetOver the last few months, various academics and AI companies have attempted to predict how artificial intelligence is going to impact the labor market. These studies, including a high-profile paper published by Anthropic earlier this month, largely try to take the things AI is good at, or could be good at, and match them to existing job categories and job tasks. But the papers ignore some of the most impactful and most common uses of AI today: AI porn and AI slop.Anthropics paper, called Labor market impacts of AI: A new measure and early evidence, essentially attempts to find 1:1 correlations between tasks that people do today at their jobs and things people are using Claude for. The researchers also try to predict if a jobs tasks are theoretically possible with AI, which resulted in this chart, which has gone somewhat viral and was included in a newsletter by MSNOWs Phillip Bump and threaded about by tech journalist Christopher Mims. (Because everything is terrible, the research is now also feeding into a gambling website where you can see the apparent odds of having your job replaced by AI.)In his thread, Mims makes the case that the theoretical capability of AI to do different jobs in different sectors is totally made up, and that this chart basically means nothing. Mims makes a good and fair observation: The nature of the many, many studies that attempt to predict which people are going to lose their jobs to AI are all flawed because the inputs must be guessed, to some degree.But I believe most of these studies are flawed in a deeper way: They do not take into account how people are actually actually using AI, though Anthropic claims that that is exactly what it is doing. We introduce a new measure of AI displacement risk, observed exposure, that combines theoretical LLM capability and real-world usage data, weighting automated (rather than augmentative) and work-related uses more heavily, the researchers write. This is based in part on the Anthropic Economic Index, which was introduced in an extremely long paper published in January that tries to catalog all the high-minded uses of AI in specific work-related contexts. These uses include Complete humanities and social science academic assignments across multiple disciplines, Draft and revise professional workplace correspondence and business communications, and Build, debug, and customize web applications and websites.Not included in any of Anthropics research are extremely popular uses of AI such as create AI porn and create AI slop and spam. These uses are destroying discoverability on the internet, cause cascading societal and economic harms. Researchers appear to be too squeamish or too embarrassed to grapple with the fact that people love to use AI to make porn, and people love to use AI to spam social media and the internet, inherently causing economic harm to creators, adult performers, journalists, musicians, writers, artists, website owners, small businesses, etc. As Emanuel wrote in our first 404 Media Generative AI Market Analysis, people love to cum, and many of the most popular generative AI websites have an explicit focus on AI porn and the creation of nonconsensual AI porn. Anthropics research continues a time-honored tradition by AI companies who want to highlight the good uses of AI that show up in their marketing materials while ignoring the world-destroying applications that people actually use it for. (It may be the case that people are disproportionately using Claude at a higher rate for more traditional work applications, but any study on the labor market impacts of AI should not focus on the uses of one single tool and extrapolate that out to every other tool. For what its worth, jailbroken versions of Claude are very popular among sexbot enthusiasts).Meanwhile, as we have repeatedly shown, huge parts of social media websites and Google search results have been overtaken by AI slop. Chatbots themselves have killed traffic to lots of websites that were once able to rely on ad revenue to employ people, so on and so forth.Anthropics paper does attempt to estimate what the effect of AI will be on arts and media, but again, the way the researchers do this is by attempting to decide whether AI can directly do the tasks that AI researchers assume are required by someone with a job in arts and media. Other widely-cited papers about AI-related job loss also do not really attempt to consider the potential macro impacts of the ongoing deadening and zombification of the internet, and instead focus on AI exposure, which is largely an attempt to predict or measure whether an AI or LLM could directly replace specific tasks that people need to do. Widely-cited papers from the National Bureau of Economic Research and Brookings released over the last several months attempt to determine the adaptability of workers in specific sectors to having many of their tasks automated by AI. The Brookings paper, at least, mentions the possibility of a society-wide shift that is impossible to predict: the evidence underlying the adaptive capacity estimates here is derived primarily from observed effects in localized displacement events, rather than from large-scale employment shifts across occupations. As a result, the index may be most informative when displacement is relatively isolatedfor example, when a worker loses their job but related occupations remain stable. In scenarios in which AI affects clusters of related occupations simultaneously, structural job availability may matter more than individual-level characteristics. Moreover, if AI fundamentally transforms the economy on a scale comparable to the industrial revolution (as some experts have suggested could be possible), it could make entire skill sets redundant across several occupations simultaneously.To be clear, AI-driven job loss is a critical thing to study and to consider. But many, many jobs, side hustles, and economic activity more broadly rely on the internet, or social media broadly defined. Study after study shows that Google is getting worse, traffic to websites are down, and an increasing amount of both web traffic and web content is being generated by AI and bots. Anecdotally, creators and influencers have told us its getting harder to compete with AI slop and harder to justify spending days or weeks making content just to publish it onto platforms where their AI competitors can brute force the recommendation algorithms effortlessly. We have heard from websites that have had to lay people off or shut down because Googles AI overviews have destroyed their web traffic or because they lose out on search engine rankings to AI slop. Authors are regularly competing with AI plagiarized versions of their books on Amazon, and Spotify is getting overrun with AI-generated music, too.This is all to say that these studies about the economic impacts of AI are ignoring a hugely important piece of context: AI is eating and breaking the internet and social media. We are moving from a many-to-many publishing environment that created untold millions of jobs and businesses towards a system where AI tools can easily overwhelm human-created websites, businesses, art, writing, videos, and human activity on the internet.
