Along the way she has faced challenges off the pitch, as well as on it, and wants to help players in the future in similar situations. Speaking about life after football, Burns said: "I have definitely thought about it. I still want to be a part of football in whatever aspect that may be. "It will probably be in more of a player-care role, just helping players as they progress through a team, and not so much on the football aspect."It's just making sure they are comfortable so it's not a challenge for them coming in. They are a player in a team - but a person too."Burns chose to join newly-promoted Women's Super League 2 club Burnley this summer having left Bristol City. She hopes to use her experience to help others settle in and said a big part of her decision to join was Burnley's willingness to support her post-career ambitions.The goalkeeper feels that support from Burnley puts "value on her" as a person."[I want to] feel heard as a person and they really inspire me in that aspect," said Burns."I've been to a few places and while you're always excited to go, sometimes it can be a challenge. You don't know what way things work."It's basic stuff like getting a house or a car which can be quite complicated if you're not from that country."If you have someone in a club who can help take that stress off you, it just makes the experience a lot easier."It can go unseen sometimes. The move by one of President Volodymyr Zelenskyy’s most loyal and longstanding team members until recently could become the most significant internal challenge Zelenskyy has faced since Russia’s full-scale invasion. The appeal came in a video address posted to YouTube by Fedorov, who lost his post in July. “We must find a legal, safe, and realistic mechanism that will allow Ukraine to restore a full democratic process even amid a prolonged war,” Fedorov said. Zelenskyy’s office did not immediately comment on Fedorov’s address. Ukrainian law prohibits elections while the country is under martial law, which was imposed on Feb. 24, 2022, the day that the Russian invasion began. Fedorov said the country was facing a systemic crisis in how it is governed, arguing the current system is oriented toward protecting itself and resisting change. He also condemned corruption among officials without naming anyone, saying it had weakened Ukraine’s ability to fight the war. Fedorov has said he believes a factor in his removal was an overhaul he led of the Defense Ministry’s procurement system, which oversees billions of dollars in equipment purchases. “Corruption in wartime is not merely a financial issue. It is a matter of our capability to survive and win,” said Fedorov. “Every single hryvnia intended for defense must work for defense. But that’s small comfort for the region’s grape producers and workers, who say fighting between Afghanistan and Pakistan has left them unable to access their primary market.For months, the two countries have traded fire sporadically across their long, mountainous border, leaving hundreds of people dead. Islamabad accuses Afghanistan’s Taliban government of harboring militants who carry out attacks inside Pakistan — a charge Kabul denies. With the fighting have come border closures, severing a critical trade route and preventing Afghan producers from reaching what is the primary export market for many goods.Unable to export their fresh fruit, Afghan grape producers have turned to the domestic market, where the increased supply has sent prices tumbling. To adapt, many producers are now drying their grapes and turning them into raisins — a cheaper product that sells for less. In a long warehouse in Kandahar’s Zhari district, fans whirl overhead, stirring the hot summer air around bunches of plump, green grapes draped over sticks set up in rows to dry.But even for raisins, prices have tanked. Sakhi Jan, who owns a grape orchard in Zhari, says that with 10 people in his household to feed, he’s barely getting by. Seven kilograms (15.5 pounds) of raisins used to sell for around 1,000 to 1,200 afghanis ($13 to $16), he says. Now, the same amount sells for just 400-450 afghanis ($5-$6). In a country where poverty is rife and malnutrition strikes the most vulnerable, such income losses can be critical. In 2025, five southern Afghan provinces that make up the country’s main grape-producing region exported 44,225 tons — $13.8 million worth of grapes. So far this year, only 256 tons have been exported, at a value of $100,000.For grape exporter Haji Abdul Hai, it has been a disaster.“In my 50 years of life, I have never seen these roads closed to the extent they are now,” he said, adding that previous border closures would usually last for a few days, or one crossing would close while another remained open. “But now, we are facing truly major difficulties,” he said.Last year, the orchard where Qudratullah Popal worked picking grapes employed about 1,500 workers. This year, Popal said the number has plummeted to around 15. “There have been good harvests. Grapes turned out well, but the issue is they cannot be exported to other countries. Rasmussen was 93.Rasmussen's death comes 48 years and two days after the moment he blurted out a really crazy idea that not only changed his life, but entirely shifted the way people consume television, launching the 24-hour news cycle."Bill was a remarkable man — a visionary and an innovator who conceived the idea of a network entirely devoted to sports," ESPN Chairman Jimmy Pitaro said in a statement announcing Rasmussen's death. "Quite simply, none of us would be here today if it wasn’t for Bill’s passion and all the hard work and entrepreneurial spirit he put into building ESPN in the late 1970s."It was Aug. 16, 1978, and the traffic was Friday afternoon gridlock on Connecticut's Interstate 84 as Rasmussen and his son, Scott, made their way to a birthday party on the New Jersey shore. As they sat at a standstill, the two started talking about possible programming for their newly-acquired 24-hour access to a satellite transponder from RCA, a cutting-edge, newfangled technology few knew much about.Rasmussen was a 45-year-old former sports broadcaster and public relations executive who had been fired three months before from his job as communications director for the New England Whalers of the World Hockey Association. He was looking for a new way to blend his love of sports with technology."So, they were sitting in traffic and stuck and just brainstorming and spitballing," says Ken Owen, former anchor at WRTV and WISH-TV and a friend of Rasmussen. "And Bill came up with the idea of 24-hour-a-day sports. "With that, he became a major architect of that quantum shift in the way television presented itself."In July 1979, Rasmussen was named chairman of the 24-hour cable sports network. In September, ESPN launched in Bristol, Conn., with 80 employees working inside an unfinished building on less than an acre, which was purchased sight unseen.As ESPN’s founder and first president, Rasmussen shaped the early successes of the company and laid the foundation for its future. Under Rasmussen’s leadership, SportsCenter debuted, followed by around the clock sports programming and groundbreaking coverage of the early rounds of the NCAA men’s basketball tournament in the spring of 1980, which drew national attention for the upstart cable network."Bill was our George Washington and a good friend," said ESPN anchor Chris Berman, who joined the network three weeks after its launch. “He was such a grateful person, and every sports fan can be grateful for Bill. He wasn’t a glass half-full guy. His glass was always overflowing with optimism. He greeted everyone with a smile, and we can all smile knowing Bill’s legacy."Rasmussen, a humble, modest man who never seemed to grasp the gravity of his ESPN founding, talked about the early days of the network in a 2019 interview."It all started with a $9,000 credit card cash advance," Rasmussen said. "That doesn't go too far when you're buying satellite time and paying people, but it all worked out pretty well." 'The Father of Sports Television'William F. Rasmussen was born Oct. 15, 1932, in Chicago and raised in nearby Columbus Manor, Ill. From the time he could play sports, Rasmussen did, but he especially liked baseball. After high school, Rasmussen passed up an invitation to a minor league affiliate of the Detroit Tigers and headed to Greencastle, Ind., to attend DePauw University where he was a Rector Scholar majoring in economics and on the baseball team.In 1954, after graduating from DePauw, Rasmussen served in the United States Air Force then later earned an MBA from Rutgers University.Rasmussen’s career in media began in 1962 at WTTT radio in Amherst, Mass. In 1965, he moved to WWLP-TV, Springfield, Mass., where he spent eight years as sports director and two years as news director, working on football, basketball, baseball and hockey play-by-play assignments on both radio and television. In 1974, he joined the New England Whalers, lost that job in 1978, then Rasmussen found himself in a car stuck in traffic with an outrageous idea.At first Rasmussen and his son launched a network showing Connecticut sports to state residents, but they quickly switched to a 24-hour national sports network. With financial backing from the Getty Oil Co., a programming contract with the NCAA and an advertising agreement with Anheuser-Busch, then the largest sponsorship deal in cable history, The Entertainment and Sports Programming Network (changed to ESPN, Inc. in 1984) launched in 1.4 million homes at 7 p.m. September 7, 1979. "From Day 1 to today, more than four decades later, SportsCenter — the program that has aired the most episodes in television history — has been the backbone of the network and its signature show," ESPN said in a statement, announcing Rasmussen's death. "(It) redefined the genre of sports news on television."Owen, a 1982 DePauw graduate, remembers watching ESPN's debut from a house on the same campus Rasmussen called his college home."You couldn't have imagined that ESPN would become the cultural force it has become," Owen says. "It's just an iconic brand."ESPN came on the scene at a time when stations signed off "when you just assumed that nobody wanted to watch television overnight," Owen said. "But the score changed with ESPN. Bill was a visionary because all the stuff that followed, including CNN."Rasmussen's time at ESPN was short-lived. He left the network in October 1980 and became a sports and media consultant. Throughout his life, he had his hand in many start-up ventures in sports, often involving media, but his immense contribution to the television landscape with ESPN followed him.In 1994, Rasmussen made Sports Illustrated’s “Forty for the Ages,” a list of sports figures who significantly altered and elevated the world of sports in the second half of the 20th century. USA Today called him "The Father of Sports Television."Back home in Greencastle, Ind., Rasmussen was so much more than that."Bill was a tremendous representative of DePauw,” said Rasmussen’s long-time friend Bill Wagner, assistant athletics director for communications. "His entrepreneurial spirit and vision made the world better. His positive attitude was unmatched and lifted everyone around him. I will miss his friendship. We lost a true legend and pioneer."'Bill had a brilliant mind and he used it for good'After leaving DePauw, Rasmussen never forgot the university. He came back often to help, to speak, to talk to students, to champion the school, and that included his beloved Monon Bell football game between DePauw and Wabash.In 1977, with Rasmussen's encouragement, ABC aired the Monon Bell as a regional broadcast. In 1979, the same year ESPN launched, CBS' Charles Kuralt did a feature on the game during his "Sunday Morning" show. It never failed. If DePauw needed Rasmussen, he was there, Owen says.In 2017, Rasmussen returned to the university for a week on campus that included interacting with students, working with the business school, attending the Monon Bell game and sitting down with Owen for the Timothy And Sharon Ubben Lecture Series "Finding Your Passion, Realizing Your Dream.""And he did not charge a dime," Owen said. "If I had a student reach out and say, 'How would I get ahold of Bill Rasmussen?' I'd say, 'I'll reach out for you.' And I'd call Bill and he'd go, 'Oh yeah, give them my number.'"He's a very modest guy. He was not at all bashful. Bill was a salesman, but he was very modest." Two years after his DePauw visit, Rasmussen revealed he had been diagnosed with Parkinson’s disease in 2019. Rasmussen became an ambassador through the American Parkinson Disease Association and The Michael J. Fox Foundation for Parkinson’s Research."When he went public with his Parkinson's diagnosis, he was very deliberate about it, because he was determined not to make it about him, but to help people," Owen said. "And that's a real tribute to him, because he was 86 years old. He could have just quietly gone into the night."Instead, Rasmussen made it his mission to try to create change for others, continuing to make public appearances to bring awareness to the disease."I think of all the people I've known in my life, Bill might have been the greatest impact player," Owen says. "He had a brilliant mind, and he used it for good."Rasmussen is survived by two sons, Scott (Laura), Glenn and his daughter, Lynn Van Hollebeke, and her husband Louie, seven grandchildren, one great grandson and one great granddaughter. Consider these items in the law that funded the Department of Defense this year: For “Other Procurement, Air Force”: $32.6 billion. For “Research, Development, Test and Evaluation, Defense-Wide”: $35.2 billion. And for “supplies and associated support services” related to U.S. Code Title 10 Section 3601 subsection(c)(3)(B) clauses (i) through (iv): a mere $650 million. Determining what, exactly, all this public money is paying for requires cross-referencing thousands of pages of financial tables, accounting records and congressional committee documents that will leave all but the most determined budgeting sleuth at a loss. Yet this is how the U.S. government explains its funding decisions for the most expensive military in the world. Congress appropriated $1 trillion for defense this year, more than the combined appropriations for agencies overseeing health, veterans affairs, education, housing, agriculture and justice — twice as much, in fact. If the president prevails in his priorities for next year’s budget, defense spending will soar dramatically higher still, to $1.5 trillion. That would be more, adjusted for inflation, than the country spent annually on defense during the height of World War II. The Pentagon’s balance sheets are opaque even to the Pentagon itself: The agency as a whole has never received a passing grade on a comprehensive financial audit. (The Department of Defense did not respond to a request for comment.) One thing is clear: Vast sums are funneled into developing costly weapons systems that often come in over budget, get delivered behind schedule or are rendered obsolete by the time they’re finished — if they’re finished at all. These poor outcomes follow grand promises. The Zumwalt class of naval destroyers was lauded for its “affordable and flexible design.” A ground-control system for GPS satellites called Next Generation Operational Control System was billed the “best-value GPS control system for the future.” And the F-35 jet was promised as “a truly remarkable, capable and affordable multirole fighter” that would be built “on schedule and on cost.” Each of these programs went years past their original delivery deadlines and cost far more than originally budgeted. In 1998, the price tag for Zumwalts was estimated at $1.5 billion per ship, according to the Government Accountability Office. Now the expected price exceeds $10 billion per ship (in part because the Navy reduced the quantity it ordered). Expected costs for the GPS control system increased from $4.5 billion to over $7.5 billion. And developing, producing and maintaining the F-35 is anticipated to require $2 trillion, making it the DOD’s most expensive weapon system in history, according to the GAO. (A Lockheed Martin spokesperson called the jet “a critical capability for the United States and our allies” and said the company “is proud to serve as its prime contractor.”) Estimates include research and development costs. The Zumwalt increase was in part because the program was reduced from 32 ships to three. All numbers are in 2024 dollars. After the delays and cost increases, these projects have not exactly delivered reliable marvels. Only three of the originally expected 32 Zumwalts have been built. The GPS system was canceled — after 16 years and $6.27 billion in program costs, including payments to defense contractor RTX (formerly Raytheon Technologies). And F-35s are able to perform all of their missions only a quarter of the time. Experts in defense spending cite many systemic causes for such outcomes, including the Pentagon’s frequent preference for complex designs, its habit of starting production before the design has been finalized and, not least, its dependency on companies operating virtual monopolies over niche defense products. There are few lasting consequences for contractors who fail to deliver, the experts said. “Industry just says, ‘Shucks, write us another check,’” said one defense congressional staffer, who requested anonymity to speak about internal defense spending deliberations. “Congress just throws cash at the problem.” Other types of notable figures abound, like the $7 million that the Pentagon reportedly spent on lobster tail in one month last year, the thousands of pages of regulations that would-be Pentagon contractors must navigate, the 4,000% by which a company was found to be marking up products sold to the DOD and the $111 million that RTX fraudulently extracted from the Pentagon by misleading the agency, according to the Department of Justice. (In 2024, RTX admitted to engaging in two schemes to defraud the Pentagon, including for Patriot missile systems, and paid over $950 million to resolve federal investigations. RTX did not respond to a request for comment.) Those in positions to reform U.S. military spending can benefit from the high-spending status quo. Former four-star generals, Pentagon officials and congressional staffers alike find a welcome reception in the industry they once oversaw. Defense spending bills present excellent opportunities for members of Congress to direct jobs to their districts. And the largest defense firms enjoy annual profits in the billions of dollars. This windfall ends up in the hands of a powerful few. From 2020 to 2024, just five companies — Lockheed Martin, Boeing, General Dynamics, RTX and Northrop Grumman — received DOD contracts worth a combined $771 billion. (General Dynamics and Boeing declined to comment. Northrop Grumman and Lockheed Martin did not respond to requests for comment on the value of their DOD contracts.) None of this is a secret. It was four decades ago, during another military buildup under a Republican president, that reports of the Pentagon paying $400 for a hammer led a presidential commission to study wasteful defense spending. It’s because this dynamic has been allowed to persist (despite periodic reform efforts) that ProPublica believes the topic deserves renewed attention. The current administration, for its part, says that it is undertaking its own reforms, limiting stock buybacks by defense contractors, boosting new entrants to the defense industry and promising new financial accountability. Yet some fear Pentagon spending is becoming even more unrestrained in the second Trump era. Two of Trump’s marquee Pentagon programs, panned by some as boondoggles, are estimated to collectively cost more than $1 trillion. Companies connected to the president’s family and appointees have scooped up numerous DOD deals. The administration gutted the office that tests weapons systems for safety and efficacy. All in all, Lockheed Martin CEO Jim Taiclet told investors in April: “This is a golden opportunity right now based on who’s in government.” Not everyone views U.S. military spending as excessive — some defense hawks have spent years clamoring for more of it. Measured as a percentage of gross domestic product, they note, U.S. defense spending has fallen from previous highs. A large chunk of the defense budget goes toward paying the salaries of service members. And even if they take longer and cost more than expected, American defense products are sought after the world over. “Weapons are expensive because our standards are high,” said longtime defense lobbyist Jim Dyer. “The outcomes are good.” ProPublica is setting out to examine military spending and its outcomes. Our starting QB will be making north of 40 million dollars, this year and next, whether it is believed that is a good number or not. He doesn’t have to show anything in the preseason and anyone who has laid eyes on his practices, report that they can’t tell that he has had an injury. If you put him out there after his ankle/leg injury last year, you are putting him out there this year with what you have witnessed.Not much is disclosed about jersey sales, but I can say that he was not listed among the top 50 sold in the league. He may not even have been the top selling Colts #17 last year? Granted, a Rivers #17 might complete some collections or be a nice novelty, but everyone knew that it would be a five game run at best. I’m not saying that Colts fans should have been all in on DJ. Heck, they didn’t even know that he would be the starter until AR took an ill advised sack in preseason.Still, at some point, you would think that the jersey of the starting QB of a team sitting atop the standings and putting up points at a “historic” rate, would be in demand. It might well have been, had he been able to stay on the field and complete in what would have surely been a welcomed playoff appearance. I can understand the reluctance. After all, he would be a free agent at the end of the season. Again, no shaming from me for our fans, as I tend to purchase a jersey of a player I expect to be around a while. Full disclosure, the last one I bought was a Darius Leonard.Now we move into a new season and Jones returns from a serious injury. We had a touch and go off-season contract negotiation period, where we didn’t know if he would be signed or franchise tagged. Many thought that he got a better contract than he should be given, although I believe most fans wanted his return. It is true that he now is still only locked in as a Colt for two years (there is actually an out after this year), with some void years that do not guarantee his being a Colt past 2027.My question is, “Given the chasm that we have had at QB since Luck’s untimely retirement, when will you feel comfortable saying that you want him here for the next 8 – 10 years and maybe even wear #17 proudly?”I’m personally already there. I feel he is an easy guy to root for. I see him as a grounded guy that his teammates embrace as their leader. He made some throws last year that were above “league average” throws. He no doubt benefitted from a scheme that played to his strengths, but he also made his pre and post snap reads that gave the play the best chance to work. Given the normal timeline for an achilles return, he had to have taken his rehab very seriously. Cool nicknames like, Danny Dimes, Indiana Jones, or just DJ are positives. Lastly, I saw what I saw last year and I liked it.I’m pretty sure that the most common response will be, “Let me see him do it for a whole year, before I embrace him.” and I guess that’s fair, but him becoming that guy would check a lot of positive boxes moving forward. I imagine that there may be a few holding out hope for AR or even Leonard and there are some that I think would rather be right than happy, so they want the money paid to DJ to represent another Ballard failure and be the one that finally gets him fired.It may not be a big deal? We didn’t buy Brissett, Rivers, Wentz, Ryan, Minshew, or Flacco jerseys and oddly enough more Richardson jerseys may have been purchased than any of them. There are exceptions, of course, or perhaps people fade at such a high level that you don’t notice as much. Think John Wooden, Dean Smith, and Mike Krzyzewski, guys who are so gifted that you don’t notice they might not be quite as good as they were ten years ago. And in Coach K’s case, he adapted to immense changes in the game later in his career, and multiple times, and was still at the top of the game.Most coaches though, like most people in general, lose energy and focus as they age, and it happened to UNC’s Roy Williams too. In fairness, part of Williams’ decline was due to Covid. In 2019-20, UNC finished 14-19, and in 2020-21, his final season, Williams finished a modest 18-11. There were signs, though, and some of the strongest ones came from Wofford. The Terriers came to Chapel Hill in 2017 and 2019, and both times upset the Heels. This video is from 2017, when UNC was ranked #5 and was also the defending national champions. A few years prior to this, Wofford winning in Chapel Hill would have been unthinkable. Wofford played a beautiful game, winning 79-75. The great Fletcher Magee had 27 points in the massive upset. (AP Photo/Omar Havana, File)2026-08-19T09:33:41Z THE HAGUE, Netherlands (AP) — The International Criminal Court on Wednesday slammed the latest U.S. sanctions targeting senior ICC staff, including its president, as a “flagrant attack” on the global tribunal’s independence and vowed to continue seeking justice for atrocities around the world.The State Department announced Tuesday that it had hit ICC president Tomoko Akane, a Japanese national, and ICC senior trial lawyer Abdoulaye Seye, who is from Senegal, with sanctions that freeze any assets they have in U.S. jurisdictions or come into contact with the U.S. financial system.The Trump administration has now slapped sanctions on nine of the ICC’s 18 judges, both of its deputy prosecutors, its former chief prosecutor and one other prosecution office staffer, the court said. The U.S. accuses the court of overstepping its mandate by investigating and seeking to prosecute senior military and political officials from countries, such as Israel and the United States, that are not members of the court. In a statement, the court said that when “judicial actors are threatened for applying the law, it is the international legal order itself that is placed at risk.” It said the court “will continue to fully discharge its mandate with independence and impartiality.”In a statement Tuesday, Secretary of State Marco Rubio branded the ICC “a corrupt and fatally politicized supranational court that has maliciously abused its authority and exceeded its mandate.” The move came weeks after Rubio announced that the U.S. was launching a “sweeping campaign to dismantle the threat posed by the International Criminal Court to U.S. sovereignty.” Read More Rubio said he will pressure the court’s 125 member states to withdraw from the institution, sanction organizations that work with the court and ban staff from traveling to the United States.Since then, Venezuela and Chad have announced they plan to leave the court, bringing the number of countries to pull out of the court in the past year to five. It takes a year for a country’s decision to quit the court to be formalized.The sanctions can impact the daily lives of court officials. They prevent the ICC officials and their families from entering the United States, block their access to even basic financial services making even going to a grocery store difficult. Source image: Getty Images What Happened: Citing reporting by ProPublica, eight Democratic U.S. senators have criticized the Trump administration’s demands to access the health data of millions of people as a condition of giving lifesaving aid to other countries. In a letter to Secretary of State Marco Rubio, the senators, including minority leader Chuck Schumer, said the U.S. demands were “unprecedented and at odds with U.S. policy concerning the data of American citizens.” Read More “Digital Colonialism”: U.S. Demands to Access Africans’ Data Raise Privacy, Sovereignty Concerns The inquiry into the administration’s approach to foreign health data referred to a ProPublica story published in June about agreements the U.S. struck with African countries — and the risks they posed to people there. Experts told ProPublica that the deals are vague and lack language used in most data-sharing agreements to adequately limit what information is collected and how it can be used. As a result, they said, there is an increased risk that individuals’ personal data could be exposed, misused or commercialized without their consent. The senators — who include Tim Kaine of Virginia; Chris Van Hollen of Maryland; Brian Schatz of Hawaii; Amy Klobuchar of Minnesota; Christopher Coons of Delaware; Jeff Merkley of Oregon and Raphael Warnock of Georgia, who led the effort — requested a briefing on the healthcare agreements’ data requirements. They also asked Rubio to respond in writing to a list of questions by the end of August. What They Said: In the letter, which was sent last week, the senators expressed concern that the requirement to access foreign health data might reverberate beyond the countries where the aid agreements were struck and “set international precedents that ultimately harm Americans.” They noted that the demands for data appear to be at odds with the Trump administration’s National Cyber Strategy, which emphasizes the right to privacy for Americans and their data. “These new demands set an alarming precedent that is seemingly contrary to the Administration’s longstanding support for the privacy of U.S. citizens’ data,” they wrote. The senators also laid out the details of a data-sharing agreement between the U.S. and Uganda that were first reported by ProPublica. The deal demanded that Uganda provide the U.S. — and its contractors — with logins “or other secure access mechanisms” to directly enter the nation’s health data systems. “While global health programs have historically included data sharing components,” the senators wrote, “they have never required direct access to privileged electronic systems for U.S. government representatives.” The letter ends with more than a dozen questions for Rubio, including why the State Department has not made the health care agreements public, as federal law requires, and whether any of the data will be shared with “U.S.-based third parties for any commercial purpose, including to train any artificial intelligence models.” The senators also asked what privacy rights foreign citizens will have over data that is transferred to the U.S. and how those rights will be enforced in the case of a data breach or another unethical use of their personal information. Background: After the Trump administration dismantled the U.S. Agency for International Development and drastically reduced funding for international health work done by the Centers for Disease Control and Prevention, Congress required the executive branch to continue providing foreign aid. The State Department has since faced the challenge of finding new ways to get the funding to countries, ensure that it was being spent wisely and address potential pandemics. The task has been especially challenging because the administration cut ties with most of the international partners and fired staff the government had previously relied on to carry out this complex work. In the past, PEPFAR, the U.S. program that provides aid for treating and preventing HIV around the world, built its own systems to handle anonymized data, separate from foreign government health records. In contrast, the Ugandan agreement provides the U.S. with direct access to the government’s own health data systems. Through separate agreements, the U.S. has also arranged for countries to provide it with specimens of pathogens that could cause pandemics, along with related information. The effort to establish these new aid arrangements was led by Brad Smith, an entrepreneur who founded three healthcare companies, one of which sold for a reported $2.7 billion. Before joining the State Department, Smith led the government efficiency panel that would become the Department of Government Efficiency and oversaw some $67 billion in cuts to the Department of Health and Human Services. The U.S. agreement with Uganda provides up to $1.7 billion in aid for HIV, tuberculosis and malaria, among other diseases. As a condition, the deal calls for the sharing of aggregated data with all personally identifiable information removed and specifies that the information should be used for delivering and auditing healthcare services. But experts told ProPublica that it is possible to reverse-engineer data that has been anonymized. The shift in the approach to health data is part of the America First Global Health Strategy, which is intended to make America “more prosperous” and “promote American health innovations.” Rubio explained in September that under this new strategy, aid will be given “in a way that directly benefits the American people and directly promotes our national interest.” Why It Matters: Privacy experts say that, if health data is mishandled under the agreements, it could have serious consequences. Revealing healthcare histories, including whether someone has had an abortion, a mental health condition, substance-use treatment or a sexually transmitted disease can be devastating anywhere. In Africa, research has shown it can lead to discrimination and violence. In the age of artificial intelligence, health data has become especially valuable. But the agreements reviewed by ProPublica provide no guarantee that Africans subject to them will have a say in how their data is used or whether they would receive any potential financial benefits. Response: The State Department declined to answer specific questions about the senators’ letter, saying that it does not respond to questions about congressional correspondence. In a statement sent to ProPublica, a State Department spokesperson defended the data requirements in the health agreements. “Neither the U.S. government nor any private American companies receive or review any personally identifiable information (PII) under these data sharing agreements,” the statement said, going on to note that the new deals “share only the same kinds of aggregated, de-identified data that has been shared and used for years in the fight against HIV/AIDS, malaria, tuberculosis, and other diseases.
