WASHINGTONCalling the discovery the clearest proof yet of how the U.S. government was originally designed to function, archaeologists published new evidence Thursday that suggests the Capitol building in Washington, D.C., may have once been used for legislating.In their academic paper, the researchers wrote that the sprawling, 540-room marble complex contained conclusive proof that a distinct political entity known as the legislative branch once existed specifically to serve the American people. The site, located on Capitol Hill, was reportedly used for centuries as a place to pass laws, uphold the U.S. Constitution, and represent the interests of voters.Thanks to our latest findings, we now know that early citizens of the United States had a more nuanced system of government than previously thought, said Professor Lee Somers, director of the site excavation, who added that the 1.5-million-square-foot building was used for over 200 years as a hub of American democracy until the experiment was ultimately abandoned. While we previously believed the legislative branch was largely a symbolic office, artifacts within the rotunda, basement, and chambers show that it was at one point a legitimate part of the government that decided how federal money was spent, when tariffs should be imposed, how toregulate commerce, and when to declare war.Walking through the empty halls, you can almost feel the spirits of elected officials who were willing to fight for millions of everyday Americans, Somers added. But that was many years ago.Using a combination of lidar, traditional excavation techniques, and ancient maps of Washington, D.C., as a guide, the archaeologists confirmed they were able to enter the Statuary Hall, pass through several empty offices, and explore the House and Senate floors where men and women once enacted meaningful legislation to defend constitutional rights such as the freedoms of speech, religion, and assembly.Once inside, the researchers said, they were able to identify dozens of historically significant artifacts, including bills, lecterns, and gavels dating back to the first-ever Congress.The team described a moment of elation when they found a perfectly preserved shred of paper that read all legislative Powers herein granted shall be vested in a Congress of the United States, which they said was a critical piece of evidence linking the legislative branch to the U.S. Constitution.For so long, we thought this kind of government structure only existed abroad, said Somers, adding that archaeologists were stunned to find that the legislative branch was once part of a sophisticated system of check and balances. The rest of Wall Street, meanwhile, was showing only modest signals of concern after tensions ramped to a much higher degree between the White House and the Federal Reserve.The S&P 500 edged down by 0.1% from its all-time high as U.S. stocks drifted through mixed morning trading, while prices for gold and other investments that tend to do well when investors are nervous rose. The value of the U.S. dollar also dipped against the euro and other currencies amid concerns that the Fed may have less independence in setting interest rates to keep inflation under control.The Dow Jones Industrial Average was down 179 points, or 0.4%, as of 10 a.m. Eastern time, and the Nasdaq composite was nearly unchanged. Some of the markets sharpest drops came from credit-card companies, as Synchrony Financial, Capital One Financial and American Express all fell between 4% and 7%. They sank after Trump said he wanted to put a 10% cap on credit-card interest rates for a year. Such a move could eat into profits for credit card companies. But it was a separate move by Trump that was grabbing more attention on Wall Street. Over the weekend, the Federal Reserves chair, Jerome Powell, said the U.S. Department of Justice subpoenaed the Fed and threatened a criminal indictment over his testimony about renovations underway at its headquarters. With an unusual video statement released on Sunday, Powell said his testimony and the renovations are pretexts for the threat of criminal charges, which is really a consequence of the Federal Reserve setting interest rates based on our best assessment of what will serve the public, rather than following the preferences of the President.The Fed has been locked in a feud with the White House about interest rates. Trump has been loudly calling for lower interest rates, which would make borrowing cheaper for U.S. households and companies and could give the economy a kickstart. The Fed did cut its main interest rate three times last year and has indicated more cuts may be arriving this year. But its been moving slowly enough that Trump has nicknamed Powell Too Late. In a brief interview with NBC News Sunday, President Donald Trump insisted he didnt know about the investigation into Powell. When asked if the investigation is intended to pressure Powell on rates, Trump said, No. I wouldnt even think of doing it that way.Powells term as chair ends in May, and Trump administration officials have signaled that he could name a potential replacement this month. Trump has also sought to fire Fed governor Lisa Cook.The Fed has traditionally operated separately from the rest of Washington, making its decisions on interest rates without having to bend to political whims. Such independence, the thinking goes, gives it freedom to make unpopular moves that are necessary for the economys long-term health. Keeping interest rates high, for example, could slow the economy and frustrate politicians looking to please voters. But it could also be the medicine needed to get high inflation under control. In the bond market, the yield on the 10-year Treasury ticked up to 4.19% from 4.18% late Friday. The other affected hospitals are NewYork-Presbyterian and Montefiore Medical Center in the Bronx.About 15,000 nurses are involved in the strike, according to New York State Nurses Association.After months of bargaining, management refused to make meaningful progress on core issues that nurses have been fighting for: safe staffing for patients, healthcare benefits for nurses, and workplace violence protections, the union said in a statement issued Monday. Management at the richest hospitals in New York City are threatening to discontinue or radically cut nurses health benefits. The strike, which comes during a severe flu season, could potentially force the hospitals to transfer patients, cancel procedures or divert ambulances. It could also put a strain on city hospitals not involved in the contract dispute, as patients avoid the medical centers hit by the strike. The hospitals involved have been hiring temporary nurses to try and fill the labor gap during the walkout, and said in a statement during negotiations that they would do whatever is necessary to minimize disruptions. Warners leadership has repeatedly rebuffed overtures from Skydance-owned Paramount and urged shareholders to back the sale of its streaming and studio business to Netflix for $72 billion. Paramount, meanwhile, has made efforts to sweeten its $77.9 billion hostile offer for the entire company.Last week, Warner Bros. Discovery said its board determined Paramounts offer is not in the best interests of the company or its shareholders. It again recommended shareholders support the Netflix deal. David Ellison, the chairman and CEO of Paramount Skydance, said Monday that its committed to seeing through its tender offer. We do not undertake any of these actions lightly, he said in a letter to shareholders of Warner Bros.
